Career Summary:
The Policy and Government Affairs team is looking for a high-performing and dedicated Government Affairs Manager. This position oversees the operations of the American Nurses Association Political Action Committee and the Nurses Action Fund. The incumbent develops and executes the strategic plan, in coordination with senior department staff, to expand the association’s PAC and related political reach, and fosters relationships with the political staffs for members of Congress, multi-candidate PACs, national party committees, and other external coalitions.

The incumbent will manage all aspects of the PAC, including developing and implementing an annual solicitation campaign and recruiting PAC donors, communications with the PAC Board, Leadership Society, and other internal stakeholders. The incumbent will manage relationships with external vendors related to PAC and fundraising, communications, and compliance.

In addition, this position leads fundraising, marketing and distribution of funds related to ANA’s Nurses Action Fund (NAF), a fund that ANA uses to supplement federal advocacy initiatives. NAF activities include individual and corporate fundraising as well as the planning of approved political education and campaign activities in compliance with federal law. The incumbent will also lead GOTV initiatives and political education related to ANA’s advocacy agenda and political work.

What You Will Do:
Develop and implement strategies for the growth of monetary contributions and number of contributors to the PAC.

Draft and implement PAC communications strategy, in coordination with senior staff, to increase the visibility of the PAC via multiple communication channels, including any PAC newsletters, website content, and all other PAC-related marketing materials.

Maintain and develop relationships with key political staffs for campaigns and multi-candidate PACs to best target PAC giving and event participation.

Manage PAC and administrative budget of approximately $500K per election cycle and advise PAC board, in coordination with senior staff, on political giving strategy.

Serve as primary ANA-PAC representative to political coalition partners.

Execute fundraising events supporting the election and re-election of members of Congress, and in support of other political committees.

Manage a GOTV website and develop electoral and voter communications for nurses during election years in collaboration with ANA’s Grassroots Coordinator.

Provide operational support for ANA’s annual Hill Day on Capitol Hill that brings roughly 500 nurses to Washington each year.

Provide support and technical education to affiliated state associations in their political action-related work.

Manage vendor responsibility for reporting PAC receipts and disbursements. Responsible for the fiduciary responsibilities of the PAC monies (including the checking account), annual and other periodic financial statements, and monthly treasurer reports, in coordination with the PAC treasurer, ANA CFO, and finance department. Produce internal PAC reports and analyses as required for ANA staff and Board members.

Maintain working knowledge of the Federal Election Commission laws to ensure compliance. Ensure sound financial management and compliance with applicable election laws.

Serve as the point person, in coordination with senior staff, for enterprise-wide compliance regarding political activity, campaign contributions, lobbying activity, and federal gift and hospitality regulations.

Support preparation of all documents for meetings, events, and overall spending and the operation of the PAC including but not limited to administration, preparation, and filing of the quarterly federal lobbying disclosure reports as required.

Represent ANA, ANA-PAC, and the NAF at regional and national meetings for educational and fundraising purposes.

What You Bring to the American Nurses Enterprise:
Education

Bachelor’s degree required.

Related Work Experience

Minimum 3 to 5 years of experience working with a political action committee, political fundraising firm, or political campaign with fundraising and compliance responsibilities.

Knowledge of federal political action committee laws and regulations.

Work Schedule:
