SUMMARY

Reporting to the Early Childhood Developmental Health Systems (ECDHS) Director, the Impact Manager will play a critical role in helping ECDHS achieve its vision to support states and communities across the nation to build equitable and family-centered early childhood systems that improve the health and well-being of our nation’s babies and toddlers. This position will also work to expand the integration of high-quality early childhood services into pediatric settings to address the holistic needs of children and families. The Impact Manager will oversee the areas of Technical Assistance activities, Policy and Model Development, Quality, Research, and Evaluation to ensure alignment of workstreams, program quality and consistency, and achievement of strategic goals. The Impact Manager is a mission-focused, strategic, and process-minded leader with experience in organizational change management, project management, and commitment to supporting the success of diverse subject matter experts and talented team members. The Impact Manager serves as a member of the ECDHS Core Team.

ESSENTIAL RESPONSIBILITIES

  • Provide effective and clear leadership to carry out the vision, goals, and priorities for the Center, aligned with the approved work plan.
  • Complete an overall analysis of the effectiveness of the Center and develop an operational plan.
  • Demonstrate understanding of early childhood development integration into primary care at the practice level.
  • Oversee the program operations of Technical Assistance, Policy and Model Development, Quality, Research, and Evaluation.
  • Collaborate with project partners and track TA and deliverables.
  • Work with all partners who provide TA to Health Centers, TPEC Hubs, and Implementation Sites to coordinate TA activities and draft reports to HRSA regarding all activities.
  • Participate in all TA planning meetings.
  • Participate in communication with HRSA Maternal and Child Health Bureau and Bureau of Primary Health Care staff, as appropriate related to TPEC Resource Hubs, Community Health Centers, and Implementation Sites.
  • Supervise the activities of partners on this project providing effective direction aligned with strategic plan, supporting coordination across the three areas by establishing clear roles and responsibilities, and providing management guidance.
  • Serve on the ECDHS Core Team, representing the Center team and ZTT perspectives, while also advancing overarching goals and strategy.
  • In collaboration with other members of the ECDHS Core Team, support development of strategic priorities, annual budget, proposals, and funder required reporting.
  • Develop and implement strategies that will maximize synergies among the priority program areas.
  • Ensure consistent and effective internal processes and communications to position Center team for continued success.
  • Provide leadership in development of Center team communication and cohesiveness, sustaining culture and supporting staff during the development of this project.
  • Advance an effective and, where necessary, balanced approach to achieving strategic priorities, including by supporting Center Core team members in effective collaboration within and beyond the Core team.
  • Performs other duties as assigned to ensure the efficient and effective functioning of the program.

ESSENTIAL SKILLS & EXPERIENCE

  • At least 7 years in a program management leadership position in a consulting, client-service, or non-profit environment; demonstrated success with long-term, project, and team management.
  • Strong strategic planning capabilities.
  • Strong people management track record, including in the areas of recruitment, development, engagement, and performance; widely viewed as possessing the competencies to lead, support and sustain high-performing teams, including through times of change.
  • Focused on results; committed to achieving team, organizational, and ECDHS network goals.
  • Exceptional reasoning, problem-solving, and strategic thinking skills, including the ability to draw high-level connections between related initiatives, synthesize complicated information, and analyze potential solutions.

EDUCATION

Master’s degree. Project Management degree or certification preferred. Robust experience can be substituted for educational experience.

COMPENSATION & BENEFITS

This position’s salary is estimated to be low $90,000s to high $110,000s depending on experience, geo-location, budget, and other comparable and similarly scoped internal positions. In addition to salary, ZERO TO THREE offers a comprehensive benefits package including medical, dental, vision, HRA, retirement contributions, generous leave benefits and more.

PHYSICAL REQUIREMENTS

While performing the responsibilities of the job, the employee is frequently required to use finger dexterity and sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen. Also, they may need to remain seated for extended periods, can perform repetitive motions, and reach for objects. An employee is frequently required to hold a writing instrument, communicate verbally, and hear well enough to detect nuances and receive detailed information. They may be required to grasp objects, push, and pull objects, bend, stand, walk, squat, or kneel. Vision abilities required by this job include close vision for data preparation or analysis, and expansive reading. May need to lift up to 30 pounds.

WORKING CONDITIONS

The work conditions described here are representative of those an employee encounters while performing this job. Depending on work location, the incumbent will typically work indoors in a heated and air-conditioned office, with a mixture of natural, incandescent, and fluorescent light with low to moderate noise levels or be subject to working conditions conducive to a home environment. When travel is expected, the incumbent will be exposed to outside environmental conditions during those times.
