### Role Summary

Partnership on AI (PAI) is seeking an International Policy and Government Lead to drive the organization’s government engagement portfolio. This Lead will join PAI’s expanding public policy department, reporting to the Head of Policy.

AI policy continues to develop in a variety of forms globally, including through an evolving regulatory landscape (e.g., in the EU and Brazil), the emergence of newly formed institutions (e.g., AI Safety Institutes), and new roles being explored by traditional multilateral bodies (e.g., the UN and OECD). These developments are taking place alongside the release of a number of AI tools and voluntary frameworks developed by industry, civil society, and academia. Against this backdrop, the Partnership on AI plays an important role in working to ensure that both AI technologies and the policies used to govern them benefit and protect people and society. The International Policy and Government Lead will work to inform global public policy, advance public understanding, and ensure the adoption of best practices by PAI partners, wider AI stakeholders, and government to support the design, development, and deployment of equitable and responsible AI systems.

The role will work closely with global policy officials and international, multilateral organizations. Internally and across the PAI community, you will work with PAI’s departments, PAI partners, and stakeholders, including senior policy leaders from Partner organizations in industry, civil society, and academia.

### What You’ll Do

**Supporting Delivery of PAI’s Global Policy Strategy (40%)**
– Work closely with the Head of Policy, CEO/Executive Team, and PAI’s programmatic teams to implement PAI’s global policy plan to grow PAI’s international reach and impact. This includes the creation and maintenance of a policy horizon scanning system to future-proof and update the plan on an ongoing basis.
– Conduct legal analysis working with counsel to consider policy opportunities and risks.
– Work closely with the PAI Partnership Development team to align the policy plan with PAI’s wider global strategy and partnership goals/model.
– Engage PAI’s Policy Steering Committee and establish a smaller working group to inform PAI’s global policy plan.
– Anticipate and capture big-picture trends and developments as well as understand the nuances of global policy within specific jurisdictions to identify and assess opportunities and risks related to PAI’s policy/government engagement and expansion.
– Work closely with wider members of the policy team and PAI’s Communications team to articulate and build a narrative around PAI’s vision for global AI policy development.
– Cross-assess PAI global policy approach vis-a-vis our Partners and wider AI policy community.

**Government Engagement and Relationship Lead (40%)**
– Implement PAI’s new government relationship plan, including formalizing relationships between PAI, government/other policy stakeholders internationally, and policy leads in Partner Organizations.
– Build and deepen PAI’s government relationships, growing PAI’s visibility and impact with policymakers internationally, building on the global policy plan above.
– Identify where we might invite policymakers to contribute to PAI policy, research, or philanthropic convenings and meetings.
– Monitor all PAI government and policymaker interactions, working with the operations team, programmatic team, and wider organization. This includes overseeing PAI’s lobbying and engagement guidance internally.
– Consider risks and opportunities related to any PAI government engagement internationally and act as an internal advisor to teams across PAI (including the CEO, the Executive team, Programs & Research, and Partnership Development). This includes leading how PAI uses its risk management framework to assess all government interactions.
– Working with the Head of Policy and PAI’s CEO, contribute to reports for PAI’s board of directors.
– Support the Head of Policy and CEO/Executive Team in their engagements with government (events, bilateral meetings, technical briefings, etc.) through internal briefings, speech writing, and scripts.

**Research Related to Constraints Faced by Government When Governing AI (20%)**
– Work with PAI’s Policy team and Policy Steering Committee to research the challenges faced by government when designing governance models for AI, within a specific country and at the international level.
– Research and subsequent publications will be aligned with key global events and milestones (e.g., government summits) to set out specific recommendations to inform government action.
– An understanding of the functions, operations, and institutions of government will be important for this work.

### Who You Are/What We’re Looking For

– Master’s degree or higher in related discipline or equivalent (3+ years) work experience required.
– Global policy experience in tech-related public policy settings such as in governments, international organizations, think tanks, research institutes, or corporate policy environments on issues closely or directly associated with AI policy issues.
– Stakeholder management skills to build strong relationships, comfortable with managing conflicting opinions and priorities, and delivering through others.
– A strong team player and project manager, able to work across the organization, build stakeholder engagement/tracking processes, and coordinate between teams when designing and delivering work.
– Expected to be well-versed on trends, ahead on policy topics, and able to dive into the complexities of a topic. This includes forecasting and weighing up risks, opportunities, and impacts to inform PAI’s policy strategy on an ongoing basis.
– An analytical and strategic thinker, able to spot trends, and bring these together with critical facts or statistics in briefs, memos, position papers, presentations, etc.
– Research experience related to public policy, with an understanding of how ‘government works’ and the challenges that emerging technologies present to government/traditional approaches to policy development and implementation.
– Strong understanding of political sensitivities to identify key issues/risks before they arise.
– A willingness to continually learn and immerse yourself in the issues raised by the use of data and AI.
– Commitment to advancing equity, individual rights, and social justice in the design, deployment, and governance of digital technologies.

PAI is headquartered in San Francisco, with a global membership base and scope. This role is eligible for remote work within the United States & Canada with no requirement to be located in San Francisco.
