Position Summary:

ANSER is seeking a Legislative Affairs Analyst to work in support of the Office of the DoD Chief Information Officer. Successful candidates will be organized self-starters capable of performing tasks without the need for constant oversight and experienced in working successfully in a team environment. In this role, you will handle legislative task tracking, execution, and reporting; meeting support; and National Defense Authorization Act (NDAA) analysis.

Day to Day Responsibilities:

  • Regularly review public sources of information such as Committee websites, Defense News, the Early Bird, Politico, and The Hill to monitor trends in policy or opinion that could impact policy, legislation, or public opinion regarding the success/health of CIO’s programs. Provide summary updates on trends or specific news headlines and articles for the CoS and executive leadership, when needed.
  • Design and release a weekly Legislative Update, summarizing congressional activities whenever Congress is in session.
  • Maintain transcripts of Congressional Committee and Commission hearings that include leadership testimony where CIO has equity.
  • Assign, track, review, and coordinate CIO congressional reporting requirements (CRRs) and track to completion.
  • Lead database management of the Department of Defense Congressional Hearings and Reporting Requirements Tracking System (CHARRTS) for all CIO CRRs.
  • Train CIO staff in CHARRTS management and protocols, when needed.
  • Provide executive-level analytic support in the areas of congressional inquiries and reports to Congress correspondence packages assigned to CIO. Responsible for coordination and review of Congressional correspondence and reporting requirement packages to ensure all required information is included, properly cited, and formatted.
  • Provide executive-level legislative analysis support, including legislative research and analysis on CIO equities and programs, with a focus on monitoring legislative impacts.
  • Coordinate senior-level talking points, prep sessions, and briefings for Congressional members and staff.
  • Provide mid-level analytic support to CIO in areas of inter-Departmental legislative processes, including coordination and review of draft legislative proposals, NDAA appeals, appropriations appeals, and statements of administrative policy. Monitor the status of the NDAA and the National Defense Appropriation Act during the House and Senate Committee and Conference processes. Provide timely updates from open sources. Prepare and maintain a comprehensive Legislative Update comparing impacts to CIO programs, policies, and equities.
  • Review incoming congressional inquiries and correspondence packages assigned to A&S to ensure proper formatting and inclusion of A&S required information—ensuring correspondence to the DoD CIO is tracked, tasked, and returned on time.
  • Understand and provide support to DoD CIO for the Defense Authorization and Appropriations process.
  • Lead tasking of advance policy questions and consolidation of responses for witness review for Presidential nominees within OUSD(A&S). For all OUSD(A&S) hearings, task and consolidate responses for post-hearing questions for the record.
  • Day-to-day management of a team of 3.

Required Qualifications:

  • Top Secret clearance, with SCI, required at date of hire.
  • Master’s Degree (Political Science, National Security Affairs, International Relations, International Economics preferred) and 12 years of related experience.
  • Ability to provide on-site support, with potential for situational dependent telework at the direction of Government leadership.
  • Minimum of 5 years of experience supporting legislative analysis at an Agency Headquarters level.
  • Minimum of 5 years performing task tracking and record keeping responsibilities.
  • At least 2 years of user experience with the DoD CHARRTS system.
  • Ability to conduct rigorous analysis with limited oversight from senior management and present difficult concepts in simple terms.
  • Demonstrated experience communicating clearly with senior officials and staff, verbally and via email.
  • Excellent research and analytical skills.
  • Proficient with Microsoft Office Suite (Word, Excel, PowerPoint) and other common office software applications.

Preferred Qualifications:

  • Staff-level experience on the Hill.
  • Prior experience as a team lead managing a small team.
