Manager, Government Affairs (Tax)

## BASIC FUNCTION

1. Manages GII engagement on public policy, legislative, and regulatory issues pertaining to nonprofit governance, tax‑exempt status, and tax incentives for charitable giving and donations.
2. Working in collaboration with GII team members and local Goodwill organizations, serves as the primary liaison to legislative and regulatory bodies, builds coalitions, and ensures that GII’s voice is represented in policy debates on these issues.

## ESSENTIAL DUTIES

A. Represents Goodwill with Congress, the Administration, coalitions, and organizations to advance GII’s positions on issues pertaining to nonprofit governance, tax‑exempt status, and tax incentives for charitable giving and donations.
B. Manages the development and implementation of strategies to increase Goodwill’s visibility among policymakers and stakeholders and build relationships with the same.
C. Monitors federal and state legislative and regulatory developments.
D. Supports development and implementation of social media and digital advocacy strategies.
E. Manages advocacy engagement for a designated portfolio of issues in GII’s policy agenda.
F. Contributes to the development of Goodwill’s public policy agenda.
G. Works with GII team to identify and address the policy interests and needs of local Goodwill organizations.
H. Manages GII efforts to draft legislative analysis and concepts, position statements, white papers, letters to the Hill and the Administration, testimony, reports, articles, fact sheets, issue briefs, and other resources.
I. Analyzes policy, legislative, and regulatory developments and communicates relevant information to GII team members and Goodwill member organizations.
J. Engages and supports local Goodwill leaders through blogs, webinars, articles, podcasts, presentations, and other means.
K. Collaborates in planning and implementing Goodwill learning events and other sessions.
L. Organizes advocacy campaigns, including grassroots engagement and coalition‑building.
M. Develops resources and training materials to strengthen advocacy capacity.
N. Manages relationships with stakeholder coalitions and, as needed, outside consultants.

## RELATIONSHIPS

**Internal:** Works closely with GII team members to receive and share information and input. Collaborates with other departments to ensure consistent messaging on policy priorities, inform positions, and translate data into compelling advocacy materials.

**Goodwill Members:** Works closely with local Goodwill organization representatives to receive and share information and input. Provides regular updates to members on policy developments.

**External:** Engages with coalitions and other organizations to build relationships and advance Goodwill’s public policy agenda. Educates and mobilizes nonprofit leaders, members, and partners on key policy issues.

**Government Officials:** Represents GII with elected and appointed government officials. Consistently engages with Hill staff to build relationships and advance Goodwill priorities.

## ESSENTIAL SKILLS NEEDED

A. Knowledge of state and federal legislative and regulatory processes.
B. Excellent written, electronic, and oral communication skills.
C. Ability to work effectively both independently and as part of a team.
D. Ability to work collaboratively with GII team members, representatives of Goodwill member organizations, and representatives of outside organizations.
E. Ability to initiate, develop, and implement legislative and grassroots mobilization strategies, including using social and other digital media.
F. Ability to manage multiple priorities and projects while delivering high‑quality work on time.

## EDUCATION
Bachelor’s degree in a related field.

## EXPERIENCE

1. At least five years of experience in nonprofit governance/tax policy analysis and advocacy at the state, regional, or federal level.
2. Project management experience and ability to meet deadlines with quality work.
3. Established internal and external consensus with effective written and oral communication.
4. Demonstrated policy, regulatory, and/or political analysis skills.
5. Proficiency with a range of computer applications and social media tools.
6. Experience interacting effectively with executive and senior management.
7. Experience representing a national or regional organization.
8. Experience monitoring and influencing elected and appointed officials.

## DECISION MAKING
Monitors and assesses risks and opportunities in areas of policy and advocacy focus. Makes recommendations to leadership for action.

## SUPERVISION
Regular supervision with latitude to select appropriate procedures. Work is reviewed primarily for quality of outcomes and secondarily for approaches, procedures, and methodologies used. Guidance may be required on some work problems and projects.

## PHYSICAL EFFORT
Requires long hours at a computer. Periodic travel to conferences and meetings, plus frequent travel to Capitol Hill.

## EMOTIONAL EFFORT
Work environment is often hectic with periods of high stress. Requires a positive attitude to meet daily challenges.
