The Economic Innovation Group (EIG) is a bipartisan public policy organization dedicated to forging a more dynamic American economy. About the Role

EIG is seeking a Manager of Housing Policy to lead and expand our work at the intersection of housing, economic dynamism, and place-based policy. Building on EIG’s growing body of research and policy work on housing affordability, supply, and the barriers to building, this role will shape a high-impact federal policy agenda focused on expanding housing supply, reimagining incentives, and supporting local vitality.

Reporting directly to the President and CEO and working closely with the Senior Director of Policy and Coalitions, the Manager will drive legislative engagement, develop and design policy ideas, translate EIG’s housing research into actionable insights, and serve as a key resource to Congress, the Administration, and stakeholders at all levels of government.

The ideal candidate brings strong policy fluency, political judgment, and a commitment to cross-partisan impact.

Key Responsibilities

  • Lead EIG’s housing policy work, with a focus on supply-side incentives and regulatory barriers. Key issue areas include Right to Build Zones, model zoning codes, LIHTC, and more.
  • Shape and advance legislative proposals to expand housing supply, reduce barriers to development, and strengthen incentives for state and local reform.
  • Cultivate strong relationships with congressional staff, agency officials, state and local leaders, and national stakeholders.
  • Organize and lead convenings with policy experts to gather feedback on legislative ideas and develop and shape EIG’s thinking in a new policy area.
  • Produce high-quality policy materials, including legislative text, memos, testimony, comment letters, and regulatory analysis.
  • Lead EIG’s Housing Advisory Council, including shaping its agenda, cultivating and engaging members, and translating insights from the Council into EIG’s broader research and policy work.
  • Monitor and analyze housing-related developments across the legislative and executive branches to inform strategy.
  • Work closely with EIG’s research team to translate new findings into policy recommendations and identify opportunities for further analysis.
  • Identify new opportunities for EIG to add value to the national housing policy conversation.

Qualifications

  • At least 5 years of experience in housing policy, with direct exposure to Congress, federal agencies, or national advocacy.
  • Exceptional verbal communication skills, including the ability to explain complex policies clearly and persuasively to diverse audiences.
  • Strong writing skills and a proven ability to produce polished, publication-ready content with minimal oversight.
  • A track record of building bipartisan coalitions and navigating politically diverse environments.
  • Highly organized and self-directed, with excellent project management instincts.
  • Comfort working in a dynamic, entrepreneurial team environment.
