Policy Analyst, US Technology Competitiveness Policy

The Information Technology and Innovation Foundation (ITIF), the world’s leading think tank for science and technology policy, seeks a policy analyst to focus on issues of U.S. technology competition with China. This includes analysis of how U.S. policymakers inadvertently create advantages for foreign competitors by enacting harmful laws and regulations against U.S. companies, ultimately undermining U.S. global competitiveness and national security interests.

This position will be responsible for analyzing these and other related issues, writing a variety of policy products including reports and blogs, making public presentations, and engaging with others in policymaking circles to raise awareness about the issues.

The ideal applicant should be an excellent researcher who can quickly produce high-quality written reports and articles, an engaging public speaker committed to advancing trade and innovation to spur economic growth and improve quality of life, and a professionally polished networker and policy advocate. The applicant should have a deep understanding of existing competitiveness and China debates.

This position will be based in Washington, D.C., and will be hired on a renewable one-year term (subject to available funding). The salary for this position is $70,000 to $120,000, depending on experience. ITIF also provides a health and retirement benefits package, generous paid vacation, an annual performance-based bonus, and a public transportation benefit.

Essential Responsibilities

  • Conduct research assignments as directed and on their own initiative.
  • Author long-form research reports related to U.S. technology industry competitiveness and the effect of domestic policy (including regulatory policy) on U.S. industry competitive position.
  • Proactively write blogs, editorials, articles, and submissions for government inquiries.
  • Contribute to the organization and delivery of ITIF conferences and panel discussions, and speak at outside policy events.
  • Analyze and provide feedback on draft legislation and regulations, and engage with policymakers on policy proposals.

Qualifications

  • Bachelor’s degree in political science, public policy, economics, or related field, or equivalent experience.
  • Seven or more years of a combination of either graduate school or full-time experience in economic policy or technology policy.
  • Strong understanding of U.S. and international regulatory environments and their impact on business competitiveness.
  • Exceptional written and verbal communication skills.
