Public Affairs Manager, Technology Competitiveness Policy

The Information Technology and Innovation Foundation (ITIF), the world’s leading think tank for science and technology policy, seeks a public affairs manager to lead a high-profile project focused on drawing attention to the ways harmful laws and regulations targeting U.S. companies create opportunities for foreign competitors, ultimately undermining U.S. global competitiveness and national security interests. This position will be responsible for managing the creation and execution of a distinctly branded public affairs initiative that elevates this critical narrative to policymakers, media, and key stakeholders, and builds a coalition of like-minded proponents.

This position will be based in Washington, D.C., and hired on a renewable one-year term (subject to available funding). The salary for this position is $60,000 to $110,000, depending on experience. ITIF also provides a health and retirement benefits package, generous paid vacation, an annual performance-based bonus, and a public transportation benefit.

Essential Responsibilities

Regulatory Monitoring & Analysis:
Collaborate with an in-house policy analyst to track and document regulatory proposals and enforcement actions against U.S. companies that would undermine U.S. competitiveness and national security interests.

Foreign Competitor Profiling:
Identify and highlight the growth and success of foreign firms competing with U.S. companies in global markets, including monitoring and amplifying media coverage.

Message Amplification:
Drive a cohesive public narrative that communicates how misguided regulations harm U.S. businesses and threaten national security. Elevate commentary through multiple media channels, including press engagement and thought leadership.

Content Development:
Aggregate publications, press clips, social media posts, and events from think tanks, industry groups, policymakers, and other experts to create a compelling weekly newsletter shared with key stakeholders, policymakers, and media.

Coalition Building and Management:
Build and maintain a coalition of individuals and organizations aligned with the project’s core goal of countering harmful policies that undermine U.S. economic and national security interests by empowering foreign competitors. Manage contact information and relationships in ITIF’s internal database.

Event Management:
Organize and execute panel discussions, policy briefings, and other events to bring attention to the impact of anti-competitive laws and regulations on U.S. businesses and national security.

Press & Media Engagement:
Engage directly with reporters and media outlets to promote ITIF’s positions and research.

Qualifications

  • Bachelor’s degree in political science, public affairs, public relations, communications, or a related field, or equivalent experience.
  • Five years or more of full-time experience in public affairs, communications, or advocacy, ideally within the context of economic policy or technology policy.
  • Strong understanding of U.S. and international regulatory environments and their impact on business competitiveness.
  • Exceptional written and verbal communication skills with experience in media relations.
  • Demonstrated experience in coalition-building and managing relationships with key stakeholders.
  • Event management experience, particularly in policy or advocacy settings.
  • Strategic thinker with the ability to craft compelling narratives and drive message amplification across various platforms.
  • Highly organized professional able to manage fast-paced deadlines with strong interpersonal skills.
