## What We Need

The Policy Manager in Government and Regulatory Affairs provides analysis and regulatory advocacy around a wide variety of issues affecting the company. The Policy Manager works with all members of the division to identify pressing issues as well as long‑term public policy and strategy goals.

This position is eligible for the flex persona. If within 50 miles of a Blue Cross Blue Shield of Massachusetts office, the successful candidate will be required to work from the office 2 days per week. This may change based on business need.

## Your Day to Day

### Regulatory Filings and Reports

  • Respond to numerous agency requests and ensure compliance with required filings, with a focus on the Massachusetts Health Connector and the Division of Insurance.
  • Prepare and file necessary reports with the National Association of Insurance Commissioners (NAIC), including the Market Conduct Annual Statement.
  • With the guidance of the Senior Director, support development of innovative products for different market segments and collaborate with internal teams to prepare necessary state and federal filings.
  • Prepare necessary filings related to Medicare Supplemental plans.
  • Provide regulatory support for the Dental Product team and prepare necessary filings, including those related to the Dental Loss Ratio.
  • Manage activities related to Special Examinations conducted by the Division of Insurance, including related status reporting and communications to stakeholders regarding project updates, deliverables, and timelines.
  • Facilitate resolution of inquiries or complaints relayed from internal business contacts or external governmental officials or agencies, including consumer and provider complaints.

### Policy

  • Research and write testimony, letters, regulatory and legislative text, and memoranda regarding specific health care initiatives.
  • Track and summarize policy proposals and obtain input to determine their impact on BCBSMA.
  • Prepare regular updates on the status of critical regulatory policy changes and upcoming meetings and hearings as required.
  • Represent BCBSMA on policy matters with key stakeholders to communicate the company’s position effectively.
  • Cultivate and maintain relationships with regulators, agency officials, and staff, in addition to external stakeholders.

## We’re Looking For

  • Team player who can manage deadlines on a time‑sensitive basis, balance priorities, and work well under pressure and in a team‑focused manner.
  • Excellent oral communication and writing skills for various audiences, including internal stakeholders, and in various formats such as letters, white papers, testimony, memoranda, and email updates.
  • Strong communication skills within the team environment, with the ability to effectively share knowledge and analyses with various constituencies and apply strategic thinking to issues.
  • Ability to analyze and succinctly summarize legislation, existing law, governmental reports, agency regulations, and meetings in a time‑sensitive fashion.
  • Strong organizational and problem‑solving skills, along with deadline‑management skills and the ability to work simultaneously on a variety of tasks.

## What You Bring

  • BA/BS degree required. Law degree or master’s degree in a related area preferred.
  • Minimum of three years’ experience in government, regulatory affairs, law, and public policy required. Direct experience in Massachusetts state government and regulatory experience preferred.
  • Specific experience drafting regulations and policy at an agency level is preferred.
  • Massachusetts health care knowledge is strongly preferred.

## Salary Range

$102,330.00 – $125,070.00

The job posting range is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee’s pay position within the salary range will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, performance, shift, travel requirements, sales or revenue‑based metrics, and business or organizational needs and affordability.

This job is also eligible for variable pay.
