The Public Affairs Manager must have a background that includes course-work in public policy research, politics or government, ideally at the federal level (i.e. – Congressional internships, campaign work, legislative research, Executive Branch experience, etc.). He/She will exhibit excellent research, writing, verbal communication and analytical skills, and demonstrate a strong desire to gain a deeper understanding of the politics, policies and processes that determine legislative and regulatory outcomes.

The Public Affairs Manager will primarily focus on federal multimodal transportation policy issues (trucking, air, rail, maritime), with additional responsibilities related to trade policy, labor relations/workforce development, pension legislation, tax policy and other UPS priorities. He/She will join a professional, fast-paced, energetic, advocacy team who leads complex policy initiatives that are of critical importance to the company.

Responsibilities and Duties

  • Tracks and monitors legislative activity on proposals that may affect UPS
  • Assists in legislative and industry research related to relevant legislative and regulatory issues
  • Drafts position papers, presentations, and testimony
  • Attends legislative hearings, industry briefings, and advocacy stakeholder meetings
  • Assembles and disseminates newspaper and other publication clips
  • Organizes briefing materials and provides general support as needed
  • Attends political and corporate events (e.g., American Chamber of Commerce events, etc.) to build and maintain relationships with influential government officials

Knowledge and Skills

  • 2+ years’ experience working on Capitol Hill or with Government Affairs
  • Long-term desire for a career in Public Policy, Law and/or Government Affairs
  • Strong writing, editing and research skills
  • Strong communication skills with aptitude to synthesize information, while adhering to firm deadlines
  • Experience using MS Office with proficiency in PowerPoint and Excel
  • Ability to work well under pressure and multi-task effectively and independently
  • Demonstrates a general understanding of industry and financial trends impacting UPS and/or customers’ organizations; identifies the organizational structure and functions within a business
  • Demonstrates a basic understanding of the functions, regulations, and procedures of compliance agencies or governing bodies; takes a leadership position in programs that reduce risk and enhance safety
  • Demonstrates the ability to use negotiation techniques in less complex situations; recognizes the potential impact of negotiation proceedings on the business; gains consensus from involved parties
  • Identifies public affairs issues that impact the company; develops positions on public affairs issues that reflect the company’s business needs; develops meaningful relationships with key elected officials, appointed administration officials, Non-Government Organizations, and associations to convey UPS’s position as well as opposing positions on a variety of topics
  • Knowledge of political process and network of relationships in the Hispanic stakeholder’s community – Preferred
  • Bachelor’s Degree or Master’s Degree in Law, Public Policy or Government related discipline, or Graduate student pursing related degree – Preferred
