**Title:** Public Affairs Specialist (contingent 034)
**Location:** APG, MD
**Security Clearance:** Secret security clearance is required.

Provide support services for all public affairs functions to enhance CPE IEW&S’s communications abilities and respond appropriately to community leaders, media outlets, or other outreach opportunities.

Demonstrates a basic understanding of federal government public relations/affairs. Able to develop and execute tailored communications plans, create content across multiple mediums—primarily in written form (articles, fact sheets, briefing slides, correspondence, messaging, speech writing, etc.)—and work with the creative team for visual products that span the headquarters and different levels of Project and Product Management.

Plan, develop, and implement the organization’s public affairs programs, policies, events, and activities, including correspondence, messaging, and campaigns that span the different levels of Project and Product Management.

Establish and maintain relationships with Army and other Services to ensure effective communications and change‑readiness capabilities are in place.

Provide peer review of physical and virtual promotional materials.

Independently develop strategic and executive‑level communication materials, including but not limited to talking points, speeches, remarks, etc., supporting senior leaders and incorporating clear and impactful messaging.

Collaborate with mission partners to develop successful communications strategies by being at the forefront of publicity campaigns concerning the organization through newspapers, periodicals, and audio and visual communications media, including the Internet and outward‑facing websites.

Lead the development of overarching communications plans, project‑ or campaign‑specific plans, and public affairs guidance.

Develop relevant content to reach target audiences; review published content; monitor and respond to users to grow an informed public; develop and expand community outreach efforts; monitor community activities and coordinate participation in events and public forums.

Lead the development and implementation of an editorial calendar and a conference tracker.

Create, implement, and monitor outreach campaigns; report metrics and return on investment to Senior Leadership; notify staff and subordinate organizations of journal articles, media days, videos, media trips, community events, and outreach opportunities.

Facilitate government review of media queries.

Develop relevant content in specialized areas of public affairs activities such as DoD publications, press, radio, and TV relations, conferences, and community relations.

Serve as lead for community relations efforts. Lead the planning, content development, posting, and assessment of all digital/social media platforms.

## **Education / Experience**

– Bachelor’s degree and a minimum of ten (10) years’ experience in public affairs/public relations or a related field is required.
– **Substitution:** Minimum of ten (10) years of relevant military service can be utilized as related experience.
– DINFOS accreditation, or similar, desired but not required; published articles may be requested to demonstrate experience.
– Proven experience publishing written materials such as press releases and articles. Expert knowledge of platforms and related content management tools.
– Familiarity with SharePoint, PowerPoint, Adobe Creative Suite, and other applications such as (but not limited to) CANVA is desired but not required.
– Knowledge of social media analytics tools required.
– Secret security clearance is required.
