POSITION TITLE: Public Policy and Advocacy Manager

PROGRAM: Administration

REPORTS TO: Executive Director

STATUS/PAY: Full time $ 75,000

SUMMARY: The New Americans Alliance for Policy and Research (NAAPR) is a nonprofit established in 2021 with the mission of building the prosperity, influence, and inclusion of refugees and immigrants through policy advocacy, education, research, and community-driven programs. In support of our mission, we are looking for a highly motivated and experienced Policy and Advocacy Manager to lead NAAPR’s policy initiatives. The Policy and Advocacy Manager plays a key role in developing and executing NAAPR’s advocacy strategy, including campaigns, digital media, community education, policy and research. This position offers an exciting opportunity for a highly motivated individual with strategic advocacy experience and commitment to advancing the interest of refugees and immigrants and to implement NAAPR’s initiatives to achieve social change.

ESSENTIAL JOB RESPONSIBILITIES

  • Research, analyze and monitor State, local, and Federal public policies with potential impact on refugee and immigrant communities;
  • Lead NAAPR’s strategic public policy planning;
  • Provide strategic recommendations and prepare NAAPR’s response to proposed, enacted, or implemented legislation and policies that impact the refugee and immigrant communities;
  • Stay abreast of policies with an emphasis on refugee admission, employment, housing, language acquisition, and access to resources, and related legislation by monitoring media and government websites;
  • Partner closely with the Executive Director and community partners to develop NAAPR’s legislative agenda or policy reforms recommendations that promote the prosperity, influence, equity, and well-being of refugees and immigrants;
  • Develop/ create public policy and advocacy material, including fact sheets, media communication, e-newsletters, blogs, webinars, and trainings for internal and external audiences;
  • Develop and strengthen partnerships with community partners and stakeholders to give refugees a platform to voice their needs to policy makers in order to tackle the inequities in economic opportunities available to them;
  • Monitor the legislative calendar for notification of relevant meetings and hearings and coordinate advocacy efforts in line with legislative deadlines;
  • Compile existing research on refugee employment to document negative impact of rapid employment and to inform policy actions and recommendations;
  • Lead efforts in creation of a cohort of policy advocates who are knowledgeable and become involved in more significant policy-based decisions that will address disparities faced by refugees;
  • In collaboration with the Executive Director , community partners, and refugees, educate and raise awareness among policymakers around the repercussions of current refugee resettlement employment regulations and garner support to change current policy;
  • Draft and edit formal documents including policy memos, correspondence with Congress, federal agencies, and state agencies, and other documents on legislation and policy;
  • Build common knowledge among refugee communities and partner agencies so they can assist in creating a pipeline of solutions and policy alternatives to advance the interest of refugees and immigrants;
  • Convene community meetings and focus groups to solicit input on needs and policy change recommendations;
  • Develop advocacy tool kit and provide advocacy training to community partners and refugees and immigrants;
  • Maximize volunteer and supporter engagement through digital channels;

PREFERRED QUALIFICATIONS:

  • Demonstrated knowledge and experience (3-6 years) in public policy, advocacy, governmental relations; direct experience working on issues related to refugees and immigrants preferred;
  • Master’s degree (Public Policy, Political Science, Communications, law or other related field);
  • Excellent written and oral English language skills and proficiency; ability to write and edit policy products that are clear and persuasive; experience in training, facilitating, and/or coaching
  • Demonstrated ability in policy analysis and development;
  • Demonstrated skills and experience in working , nurturing and maintaining relationships with a multiethnic constituents and community members, including coalition-building and management;
  • Demonstrated ability to think strategically and rapidly analyze and translate diverse and complex information from varied sources into actionable strategies;
  • Demonstrated ability and the necessary personal organization skills to take initiative, work independently and under pressure, personal ownership, and accountability to meet deadlines, and achieve agreed-upon results;
  • Experience in social change activism such as: legislative advocacy or political/policy issue campaigns; community organizing; working with coalitions and stakeholders; and/or implementing communications strategies;
  • Proven skills in community organizing or engagement, leadership and relationship development, collaboration, and team building;
  • Ability to convey complex information in writing and speaking so that it is easily understood by the general public;
  • Strong organizational skills, including an ability to manage several projects at once and respond to tight timelines.
