### Overview

#### About the Role

This position is part of the Policy Research and Development pillar and reports to the Senior Director of Policy Research and Development. The Policy Manager will be the team’s go-to person for public policy analysis, advising and strategizing with colleagues on the impact of policy developments on the company, and will work with the Senior Director to develop Instacart’s thought leadership on key policy issues. This position is eligible to work remotely; however, proximity to Washington, D.C. is preferred.

#### About the Team

Instacart’s Policy & Government Affairs (PGA) department advocates for public policy outcomes that support the long-term growth of our business. We build trust with government policymakers, helping them understand our business and its positive impact on their communities. We help to shape complex, innovative public policy debates that will define the future of work and e-commerce, and we are engaged on nutrition security and food as medicine policy and advocacy. We work with a diverse coalition of partners and communities to build effective advocacy campaigns that advance our public policy goals. We help the company see around corners to anticipate and adjust to constantly evolving political and regulatory landscapes.

The PGA department includes five pillars: U.S. and Canada Government Affairs, Federal Government Affairs, Public Engagement, Operations, and Policy Research and Development.

### About the Job

The policy manager will:

– Analyze legislation, regulations and other policy documents, and manage communication and dissemination of that analysis to colleagues on the PGA team and cross-functional partners, across a diverse set of issues, including labor, future of work, privacy, consumer protection, food and nutrition, supply chain, sustainability and more.
– Prepare colleagues across the PGA team for external meetings and events with policy makers, non-profit organizations, and other stakeholders by preparing policy briefs, talking points, collateral or leave behinds, and other material.
– Identify trends across policy issues at the local, state and federal levels, educate colleagues, and build, manage and execute strategies to address and respond to those trends.
– Represent PGA with trade associations and cross-functional partners on Instacart’s legal, communications and other teams to develop and contribute to comments on proposed regulations and other policy documents from regulatory agencies.
– Work closely with the Senior Director of Policy & Research Development to develop Instacart’s policy thought leadership and communicate Instacart’s position on a range of policy issues, including by drafting white papers, writing collateral and other public-facing materials, and preparing memos and decks for senior leadership.

### About You

#### Minimum Qualifications

– Experience reading, analyzing and summarizing legislation, regulations and other policy documents and identifying emerging trends and potential impacts.
– Effective communicator verbally and in writing. Knows how to tailor verbal communication, communicate clearly and concisely with teammates and stakeholders about their work, and gives and receives feedback. Written communication is also clear and concise.
– Drives results by prioritizing work that is most impactful, adapting to change, and developing and executing goals that connect to the team and company’s objectives.
– Great teammate that promotes a respectful and inclusive work environment, incorporates feedback into their work, and exercises good judgment in a rapidly changing and sometimes stressful environment.
– Ability to learn new concepts and policy issues quickly and balance multiple projects with tight deadlines.

#### Preferred Qualifications

– Experience in one or more of the following policy areas is preferred: labor, future of work, antitrust, consumer protection, data privacy and security.
– Experience working in Congress or a state legislature is preferred.
– JD preferred.

Instacart provides highly market-competitive compensation and benefits in each location where our employees work. This role is remote and the base pay range for a successful candidate is dependent on their permanent work location. #### For US based candidates, the base pay ranges for a successful candidate are listed below.

– CA, NY, CT, NJ: $143,000—$159,000 USD
– WA: $138,000—$153,000 USD
– OR, DE, ME, MA, MD, NH, RI, VT, DC, PA, VA, CO, TX, IL, HI: $131,000—$146,000 USD
– All other states: $119,000—$132,000 USD
