Our six-state trade association is looking for a Senior Director, Legislative & Regulatory Policy to help research and analyze the operational impacts of existing and proposed policy relevant to credit unions. This position will include developing understanding and expertise, through research and data collection, of proposed and existing laws, legislation, and regulation impacting financial institutions to determine operational impacts and inform and drive state and federal advocacy positions and strategies, as well as the development of proactive proposed policies in partnership with legislative and regulatory team members. This position will lead the development of a resource library, to collect and share policy summaries, reports, and research documents that can be used by federal, regulatory, and state advocacy team members as well as GoWest credit union executives.

Key responsibilities include, but are not limited to:

  • Research and develop reports on proposed and existing policy concepts on state and federal legislative and regulatory topics related to financial services, using empirical research and data analysis.
  • Collaborate with internal and external stakeholders to build data-driven, research-based, and consensus-focused policy impact and position statements.
  • Develop and implement systems to identify, track, and assess new policy proposals and the effectiveness of existing laws and policies.
  • Regularly evaluate policy impacts using empirical analysis and research to showcase areas where improvements or adjustments are needed in policies, association positions, and/or advocacy strategies to maintain credit union relevance and strategic positioning.
  • Work collaboratively with relevant Advocacy team leaders to develop strategic policy proposals and initiatives, based on the unique advocacy environment, market opportunities, and credit union priorities.
  • Conduct in-depth quantitative and qualitative research on economic, political, and industry-specific trends that impact policy development. Work with GoWest Data team leaders to leverage data sources, statistical modeling, and machine learning tools to generate actionable insights.
  • Work with Advocacy and Communications teams to develop unique policy libraries for internal team use, external member resources, and policy official education. Components may include reports, research, data analysis, and infographics to effectively educate, communicate, and advocate on credit union policy proposals, advocacy priorities, or positions.
  • Facilitate discussions or lead presentations on relevant proposed and existing policies with internal staff, GoWest credit unions, or policy leaders.

Requirements

The perfect candidate will have a deep understanding and interest in public policy research and analysis, as well as the skillset to write and organize related documents and reports. The ideal candidate will be intrepid, hold a four-year degree in public policy, political science, or a related field, or possess equivalent work experience, and have a passion for the legislative or regulatory environment.

Three to five years of minimum experience in policy analysis, development, or legislative/regulatory affairs is required. Experience working in research and data analytics/development within the fields of government, finance, and technology is preferred.

Compensation and Benefits

Salary ranges from $75,000 – $95,000 depending on experience. This position is eligible for a variable pay program which has a potential 5% of base salary earnings. Employees (and dependents 50%) are covered by medical, dental, vision, life insurance, and short- and long-term disability. Employees are eligible to enroll in our 401(k) plan. New employees will accrue 15 days of vacation and 8 days of paid time off. In addition, employees will enjoy eleven paid holidays and two floating holidays.
