### Senior Policy and Research Analyst

Oaktree Solutions seeks an energetic and experienced government affairs professional to join the team as Senior Policy and Research Analyst, reporting to the COO and working closely with the CEO. The Senior Analyst will conduct public policy and legislative analysis and research; draft related memos and factsheets; advise on legislative and intergovernmental strategies; and assist with developing and maintaining strong working relationships with elected and appointed officials, and their staff. They will support strategies across a diverse portfolio focused on New York State and New York City, managing and moving multiple complex projects simultaneously.

### Duties/Responsibilities

**Public policy analysis and development:** Monitor ongoing policy matters and draft memos for the Oaktree team summarizing government policy initiatives and regulations that have potential impact on clients, among other responsibilities. ‍

**Legislation:** Analyze budget bills and other legislation and advise on amendments, draft legislative memorandums of support, assist in devising executive and legislative advocacy strategies, and advise and assist the Oaktree team in building coalitions. ‍

**Writing:** Draft budget, legislative, and policy factsheets, research reports, and bill/policy memos for the Oaktree team and clients, and assist in authoring op-eds and collateral materials. ‍

**Political engagement:** Assist Oaktree with developing and maintaining good working relationships with key stakeholders, such as relevant governors, mayors, county executives, and the leadership of government agencies and public authorities and commissions.

**Strategy:** Proactively and collaboratively develop creative legislative and intergovernmental strategies to advance public policy interests of Oaktree clients.

### Required Qualifications/Experience

– A flexible, creative, and adaptive approach to addressing our clients’ needs and challenges

A bachelor’s degree and no less than four years of experience working on public policy and/or legislation in New York, preferably for an elected official or as staff in a legislative body or for a government executive.

– Strong legislative, policy, and/or regulatory research and analysis skills
– Exceptional written and oral communications skills with the demonstrated ability to draft and edit professional policy materials
– Demonstrated ability to work independently while keeping multiple projects on track via strong organizational skills and ensuring good attention to detail
– The ability to think and work flexibly, creatively, and collaboratively on behalf of clients and the Oaktree team

### Preferred Qualifications/Experience

– A law degree (or paralegal experience) or a relevant advanced degree, such as in public policy or administration
– Experience with coalitions, political and issue campaigns, and/or grassroots advocacy and organizing
– Experience serving in a government relations or external affairs role in a public agency and/or lobbying public officials, notably in New York State or New York City

### Work/Office/Travel Requirements

This is a full-time role with Oaktree’s Midtown offices as the principal work location. The candidate must have flexibility to work some nights and weekends, especially during peak periods in the legislative calendar, with limited travel expectations.

### Compensation/Benefits

– Compensation is $90,000-$115,000 per year, depending on experience
– Competitive benefits package, including generous health/dental benefits, paid time-off, and 401K, among other benefits
