Job Description

Opportunity at a Glance

The Senior Director of Regulatory Affairs is responsible for assuring that all divisions comply with applicable federal, state, and provincial laws and regulations in order to establish and maintain continuous operating approvals. The Senior Director also leads organizational efforts to develop and influence regulatory policy impacting the delivery of higher educational instruction and services.

Responsibilities

  • Develops and maintains an inventory of all compliance and regulatory requirements related to the organization’s major risk areas, including: academics, career services, enrollment management, licensing, student finance, and student services.
  • Monitors operations in all departments/functions to ensure compliance with federal, state/provincial, organizational, and divisional regulations and policies.
  • Establishes working relationships with operating managers to assess the viability of their compliance functions and educates operating units on the essential components of a strong compliance program.
  • Produces a Regulatory Quality Assurance Annual Risk Assessment, including identifying compliance gaps in operating units.
  • Develops and distributes annual risk analysis for third-party escalated complaints and provides related recommendations for training and policy changes.
  • Coordinates the compilation and synthesis of reporting for the quarterly Regulatory Compliance and Quality Assurance reviews with each institution.
  • Recommends business practice changes to improve compliance with regulations and business goals.
  • Works with each institution or division to develop process controls to mitigate non-compliance risk exposure.
  • Ensures that corrections in areas of non-compliance are made timely and accurately.
  • Reviews proposed process changes to ensure compliance with federal, state/provincial, corporate, and divisional regulatory requirements.
  • Reports areas of concern to the Vice President of Regulatory Affairs and Regulatory Compliance Officer and develops corrective action plans and training requirements.
  • Directs the Regulatory Quality Assurance team in monitoring and regulatory controls development activities.
  • Oversees the development and delivery of all Regulatory Compliance training.
  • Directs the development and maintenance of regulatory policies used to influence regulation development and ensure internal compliance with federal and state regulations.
  • Develops and maintains relationships with public policy organizations influential in higher education regulation.
  • Oversees Quality Assurance, Regulatory and Policy Engagement, and Regulatory Training plans and execution.
  • Supports due diligence compliance assessment activities for federal, state, and provincial laws and regulations during mergers and acquisitions.
  • This position is a designated Campus Security Authority.
  • Performs other duties as assigned.
  • Complies with all policies and standards.

Qualifications

  • Master’s Degree required, Doctorate Degree preferred.
  • Minimum of 10 years of experience in a heavily regulated environment, preferably within post-secondary education.
  • Strong understanding of federal Title IV regulations.
  • Strong communication skills.
  • Ability to balance multiple priorities and oversee the execution of complex processes.

Additional Information

In support of the pay transparency laws enacted across the country, the expected salary range for this position is between $137,846.78 and $241,870.90. Actual pay will be adjusted based on job-related factors permitted by law, such as experience and training, geographic location, licensure and certifications, market factors, departmental budgets, and responsibility.
