WHAT WE OFFER
The position of Senior Manager, Government Affairs will cultivate and maintain strong professional relationships with elected officials at all levels of government including local, county, state and federal. They will positively influence policies, decisions, regulations and legislation to benefit Covestro LLC as well as provide guidance and direction to other Covestro LLC employees who are working on government affairs related issues.
The Senior Manager, Government Affairs will help maximize the sales and profitability of Covestro products and business operations in key states by developing, directing and executing legislative, regulatory and business strategies, policies, programs, and action plans. In addition, this position will protect Covestro LLC interests by effectively representing and communicating the corporation’s policies and philosophy to regulators, agency heads, elected officials, and various professional and trade associations, and advocacy groups. As needed, the Senior Manager will manage contract lobbyists in mission critical states or at the federal level.
Major Tasks and Responsibilities:
- Establish and maintain day to day working relationships with key elected officials and political umbrella groups to positively inform public policy decisions that may impact Covestro products, R&D, marketing, general business and/or facility operations within the designated jurisdictions.
- Identify, analyze, monitor and track all legislation and regulations introduced in key state and federal jurisdictions that may impact Covestro. Develop and implement strategies to defeat, amend or advance legislation and/or regulations to protect or enhance Covestro lines of business and facility operations. Draft amendments and position papers, and coordinate testimony before the appropriate legislative committees and regulatory agencies.
- Develop, direct and manage Covestro strategies, policies, issues and programs for attaining and maintaining a favorable marketing and business climate for Covestro. Serve as primary contact for Covestro and facilities in designated jurisdictions.
- Establish and maintain professional relationships with key industry groups/advocacy allies including business associations, chambers of commerce, and manufacturers associations within the designated areas of interest and utilize these groups to help educate and gain support from the decision-makers and their policies.
- Understand lobbying laws and prepare and submit accurate and timely lobbying registrations and reports, support the political action committee (PAC) and provide recommendations for charitable contributions in relevant jurisdictions in compliance with applicable law and Covestro’s internal compliance guidelines, and respond to all requests for information from both client groups and upper management in a timely and accurate manner.
- Evaluate, hire and manage external experts, consultants/contract lobbyist, advocacy team members supporting Government Affairs work.
WHAT YOU OFFER
Basic Qualifications
Bachelor’s degree and 8+ years of directly related experience with government affairs or Master’s degree and 6+ years of directly related experience with government affairs.
Preferred Qualifications
- Advanced degree in law or public policy is highly desired.
- 12+ years government affairs experience.
Knowledge and Skills
- Thorough knowledge of Covestro lines of business, products and markets.
- Ability to fully comprehend all issues relating to state and federal governments, including legislative and regulatory processes.
- Possess self-confidence and independence to work in the field with high-ranking elected and appointed officials and their staffs.
- Highly developed interpersonal, analytical, judgment, negotiation and diplomatic skills are essential to interact successfully with these key external decision-makers.
- Ability to express themselves clearly and effectively—both orally and in writing—is critical.
- Ability to develop strong working relationships with high ranking elected and appointed officials.
