The Opportunity

SAFE was founded in 2004 to reframe the debate on energy and increase awareness of the dangers of oil dependence and the need for more diverse sources of energy in transportation. Leading the conversation on energy and transportation policy, SAFE produces high-quality, fact-based analysis and policy recommendations for lawmakers, regulatory agencies, and the public with the goal of bolstering the economic and national security of the United States and its allies. Our organization convenes industry executives, policymakers, former military leaders, and other stakeholders to advance a range of initiatives in the energy, climate, and industrial policy realms.

Position Summary

SAFE is at the forefront of advancing policies crucial to the nation’s economic and national security, particularly in the areas of transportation electrification, critical minerals, industrial policy, and electrical grid resilience. We are seeking a seasoned Senior Manager, Government Affairs, to develop and spearhead advocacy strategies in Washington in support of SAFE’s initiatives, including the Amb. Alfred J. Hoffman Center for Critical Minerals Strategy, Grid Security Project, and Center for Strategic Industrial Materials. The ideal candidate will demonstrate a deep understanding of the legislative and regulatory processes, a track-record of strategically engaging policymakers to influence policy, and the capacity to successfully support multiple stakeholders across an organization. Reporting to the Senior Vice President of Government Affairs, the Senior Manager will represent SAFE before elected officials and staff on Capitol Hill, at federal agencies, and at the White House.

Responsibilities

  • With the Senior Vice President, Government Relations, you will craft and execute the organization’s government engagement strategy, ensuring that SAFE’s positions resonate with and are considered in legislative and regulatory action.
  • You will liaise with congressional stakeholders to establish support for SAFE’s policy initiatives, including guiding legislation from concept through to enactment.
  • You will collaborate with the White House and federal agencies to pursue regulatory and executive action that considers and advances SAFE’s policy positions.
  • You will identify opportunities to work with legislative offices, relevant executive branch stakeholders, and outside groups (industry, non-profits) to garner support for SAFE political priorities. This will include the support of and/or participation in meetings, briefings, hearings, and other events.
  • You will work closely with Senior Vice President, Government Relations and the Executive Directors of SAFE’s centers to develop and execute legislative and executive branch outreach efforts, including events, briefings, and meetings; identify key topics for analysis; draft memos and briefing materials; and support Executive Directors and organization leadership in meetings with elected officials and staff.
  • You will work closely with the SAFE communications team to develop strategic communications to a policymaker and key stakeholder audience.
  • You will represent SAFE in industry associations, coalitions, think tank discussions, and other forums to advance company priorities.

Professional Skills and Qualifications

Knowledge & Experience:

  • 5-7 years of experience working for a House or Senate committee or personal office or for a federal agency.
  • Strong Hill, agency and stakeholder network.
  • In-depth knowledge of the legislative and regulatory processes.
  • Experience advising, briefing, and presenting to high-ranking officials.
  • Knowledge and understanding of key issues pertaining to energy security.
  • Background in energy, foreign policy, mobility, sustainability and/or national security is preferred.

Skills & Abilities:

  • Excellent communications, presentation, and interpersonal skills.
  • Strong advocacy abilities.
  • Able to assess and execute political opportunities and connect the dots on which advocate to connect with a given policymaker or thought leader.
  • Strong skills in legislative drafting and negotiations.
  • Accomplished research, writing, and analytical skills, particularly as they relate to the legislative process.

Education:

  • Advanced degree in public policy, political science, law, or related topics preferred

Salary/Benefits

The opportunity garners a competitive salary in the $115,000-135,000 range and benefits package. SAFE provides a generous health benefits package covering up to 100% of premiums for employees and their families, 401K with 3% employer contribution and life insurance, as well as other benefits to be detailed in the offer. The individual will be based in Washington, D.C.
