### Overview

Premier Enterprise Solutions is seeking a Sr. Congressional/Public Affairs Specialist to support an Office of the Under Secretary of Defense (OUSD) client.

### Responsibilities

– Collect, review, assess, and disseminate congressional information, correspondence, and other documentation within the DoD and IC, and among required Executive Branch elements.
– Support the development, coordination, and tracking of reports, correspondence, Questions for the Record (QFRs), and activities responding to Congress.
– Support OUSD preparations for congressional hearings, staff reviews, Government Accounting Office audits, and other congressional activities.
– Provide processes, standards, and services related to congressional activities to offer advice, guidance, and training, and make recommendations for improvements on a daily basis.
– Aid with drafting, coordinating, and communicating among the Defense Agencies and IC regarding congressional matters related to systems, programs, architectures, issues, and initiatives.
– Draft summaries of intelligence and intelligence-related legislative provisions or other directive language in annual National Defense Authorization Act, Defense Appropriations Act, and Intelligence Authorization Act, accompanying committee or conference reports, and classified annexes.
– Coordinate responses to congressional letters for the SECDEF, USD, and Director of Congressional Activities.
– Manage and recommend refinements to the congressional correspondence coordination process within OUSD and among OUSD and the defense intelligence components.
– Manage congressional taskings throughout OUSD on behalf of the Director of Congressional Activities; coordinate taskings classified up to Top Secret/Sensitive Compartmented Information, including Alternative Compensatory Control Measures.
– Assess the impact of legislative proposals and enacted legislation.
– Draft USD, OSD, and Administration comments and/or appeals concerning legislation originating within the OUSD, the Defense intelligence community, other elements of the Executive Branch, and Congress.
– Conduct continuous evaluations and assessments of all business policies and processes, and make recommendations to improve systems (including information technologies) related to congressional activities.

### Required Qualities

– Minimum seven years of demonstrated experience performing technical analysis with legislative process expertise.
– Experience in collecting, reviewing, assessing, and demonstrating congressional information, correspondence, and other documentation.
– Demonstrated experience tracking congressional reports.
– Experience preparing witnesses for hearings, staff reviews, GAO audits, and other congressional activities.
– Experience drafting legislation and legislative appeals, analyzing legislative proposals, and enacted legislation.

### Education

– Bachelor’s Degree

### Security Level Requirements

– Top Secret Clearance. Eligible for SCI
