### About the Role:
**Leads the Company’s dynamic State Government Affairs team.** Direct advocacy responsibilities in select states on behalf of the Company. Manages public-facing advocacy efforts of the Company on state legislative, regulatory, and related issues. Develops strategy for government focus that supports the Company’s vision and strategic plan for state government affairs. Maintains close collaboration with key internal stakeholders to ensure state government affairs activities fully support the Company’s annual objectives. Contributes to the development and drives the implementation of corporate policy through strategic partnerships with state government and industry groups aligning with business objectives. Reports directly to the VP of Government Affairs and Public Policy. Candidates must live near a major airport and be able to travel. Position has direct reports, recent management experience will be key.
### Your Contributions (include, but are not limited to):
– Leads, oversees, and works collaboratively with State Government Affairs team and serves as an integral part of the overall Government Affairs and Public Policy function
– Performs direct advocacy in select states, aligned with the State Government Affairs team’s responsibilities, and in consultation with the VP of Government Affairs and Public Policy
– Develops, manages, and coordinates strategies, initiatives, operations, and activities related to state government affairs
– Proactively assesses impact and develops mitigation plans for emerging state government affairs policy issues that may have significant impact on the Company’s business objectives or operations, working closely with cross-functional partners
– Works with policymakers, leaders of government and industry councils and lobbyists to influence public policy, monitor government initiatives
– Demonstrates Neurocrine’s values and integrates, aligns, and manages a team of professionals, allowing and encouraging growth and independence and leveraging their skills that increases the visibility and credibility of the function
– Ensures internal departments are appropriately informed on issues that could impact the Company’s business
– Directs and supervises outside lobbyists in states with direct advocacy responsibilities and helps manage those in other states in collaboration with State Government Affairs team in support of Company priorities
– Represents Neurocrine in multiple external facing roles, including among elected government officials, third party organizations, trade associations, regulatory authorities, and other situations as needed
– Coordinates responses to state regulatory inquiries and will be actively involved in drafting comment letters outlining Neurocrine’s response to key issues
– Ensures the Company’s lobbying and campaign contributions are compliant with all appropriate state agencies, laws, rules, and regulations
– Creates strategic, coordinated initiatives to expand corporate identity of integrity and responsibility among key external stakeholders
– Prepares state legislative analysis, summaries, and presentations for internal stakeholders
– Selects, develops, and evaluates personnel to ensure the efficient operation of the function
– In conjunction with Government Affairs and Public Policy strategy, prepares assigned policy briefings, testimony for pending legislative actions, and provides thought leadership and recommendations
– Researches and recommends company participation in government forums and industry group meetings
– Manages state contribution strategy and represents the Company at political events
– Other duties as assigned
### Requirements:
– BS/BA degree in Business, Political Science, or related Field and 15+ years of experience in pharmaceutical government affairs OR
– Masters preferred and 13+ years of similar experience noted above OR
– Juris Doctorate (JD) preferred and 10+ years of similar experience noted above
– Direct expertise in state government – Legislature, Governor’s office, consulting firm, trade organization or similar
– Demonstrated leadership roles in state government affairs specific to the pharmaceutical industry including, but not limited to, current or previous leadership roles in PhRMA, BIO, or local/regional biotech trade associations
– Demonstrate skills in goal achievement, teamwork, flexibility, holding others accountable, strategic planning, and executive presence
– Demonstrated ability to create state government affairs strategies to address corporate and brand objectives
– Identify state issues/regulatory issues/challenges and work with commercial and sales leadership to address corporate objectives
– Development and implement cross functional strategies with key functions including, managed markets, field reimbursement, sales leadership, and other commercial/medical teams as appropriate to ensure alignment of corporate objectives
– Ability to research, track, and analyze legislation and regulations and explain business impact in a consistent/concise manner to supervisor, field peers, and internal core functional units
– Deep knowledge of Medicaid and other federal and state-financed healthcare benefit programs and payment systems
– Recognized as an internal thought leader with extensive technical and business expertise within a strategic organization
– Applies in-depth knowledge of own function, business/commercial/scientific expertise to solve critical issues successfully and innovatively
– Evaluates key business/scientific challenges and completes complex, ambiguous initiatives having cross-functional impact
– Ability to multitask, plan, organize and execute assignments independently while executing initiatives
– Strong leadership, coaching, employee development skills
– Ability to influence others with or without authority at all levels of the organization
– Proactive, innovative, with good problem-solving skills
– Ability to work in a cross functional team and matrix environment
– Excellent written, presentation, and verbal communication skills with a managerial presence

The annual base salary we reasonably expect to pay is $223,800.00-$324,075.00. Individual pay decisions depend on various factors, such as primary work location, complexity and responsibility of role, job duties/requirements, and relevant experience and skills. In addition, this position offers an annual bonus with a target of 35% of the earned base salary and eligibility to participate in our equity based long term incentive program. Benefits offered include a retirement savings plan (with company match), paid vacation, holiday and personal days, paid caregiver/parental and medical leave, and health benefits to include medical, prescription drug, dental and vision coverage in accordance with the terms and conditions of the applicable plans.
