### Advanced Subject Matter Expert (SME) Legislative Affairs Analyst

MDW Associates is currently seeking an Advanced Subject Matter Expert (SME) Legislative Affairs Analyst to work with our government client in Arlington, VA.

The primary place of performance for all tasks is at Government facilities at the Mark Center at 4800 Mark Center Drive, Alexandria, VA, the Suffolk Building, 5611 Columbia Pike, Falls Church, VA, or the Pentagon in Arlington, VA. The COR may grant remote work on a case-by-case basis considering mission and availability requirements. All classified work is performed onsite. The Acquisition Policy & Innovation (API) Directorate is an organization within the Office of the Under Secretary of Defense (Acquisition and Sustainment) (OUSD(A&S)), the Assistant Secretary of Defense (Acquisition) (ASD(A)), and the Defense Pricing and Contracting Directorate. API is the OUSD(A&S) lead for enabling innovative acquisition approaches to deliver timely capabilities to the Warfighter.

#### Tasks Include:

– Support API with continuous analysis of congressional activities that may impact API programs and policies and produce summaries and reports of such activities.
– Track congressional bills, acts, legislation, committee hearings, and other activities with emphasis on annual defense appropriations and authorization bills. Provide analysis and evaluation of bills, legislation, explanatory statements, and report language to include any relevant legislation, provision, or funding initiatives that affect API equities, acquisition programs, and acquisition policies.
– Track and manage tasks in the Correspondence and Task Management System (CATMS) and other tools.
– Assist API in the preparation of reports to Congress, the GAO, and IG offices by monitoring and providing continual updates to tracking tools.
– Track API congressional, GAO, and IG response and reporting requirements. Maintain a list of required reports and monitor deadlines.
– Monitor API report tasking progress and report status of required reporting weekly. Assist in the preparation of legislative proposals, congressional appeals, testimony, issue papers, and fact papers.
– Support API Congressional staff engagements, prepare briefings for senior leaders, and prepare senior leadership with briefings and read-ahead materials prior to engagements or testimony.
– Provide timely summaries of information available from the Conferees and from public sources.
– Prepare and update a comprehensive side-by-side comparison of legislation impacting defense acquisition policy, operations, or Defense Acquisition Programs. Track and report acquisition-related changes in proposed legislation as it passes through Committees (markups), House, Senate, and Conferences, and as enacted.
– Regularly review public sources of information such as Committee websites, Defense News, the Early Bird, Politico, and The Hill and other similar public sources to monitor for trends in policy or opinion that could impact acquisition policy legislation or public opinion regarding the success/health of high visibility acquisition programs.
– Deliver a Legislative Update summarizing congressional activities weekly whenever Congress is in session. Maintain transcripts of Congressional Committee and Commission hearings that include API leadership testimony.
– Receive draft and final GAO and IG audits and Congressional Report requirements, review the content of received audits, and identify and task the correct personnel to assess the findings and recommendations.
– Track audit responses and deadlines, ensuring audit response documents are drafted, staffed, and coordinated timely, editing drafts, and tracking incoming audits and responses.
– Coordinate with the GAO, IG and Congressional Staff on audits and reports. Identifying strategic issues within audits and responses and alerting leadership.
– Maintain a record of audits and reports to support consistent messaging between and among reports.

#### Required Qualifications:

– Five years or more supporting legislative analysis at an Agency HQ level
– Bachelor’s degree in a related field, equivalent experience/certification in a field relevant to the specific position, or substantial equivalent occupational experience.
– Executive-level technical experience with 7 years or more of relevant experience.
– Ability to communicate effectively verbally and in writing and be able to deliver briefings professionally to Flag Officers, General Officers, and members of the Senior Executive Service
– Defense Executive-Level Legislative and Audit Experience
– Communicates effectively verbally and in writing
– Able to effectively brief Flag Officers, General Officers, Senior Executive Service members
– At least two years’ experience using Microsoft Word, PowerPoint, Excel, Explorer, Edge, SharePoint, Teams, and Adobe Acrobat Professional
– Experience with CATMS, CHARRTS, GLADIS
– Active DoD Secret clearance with eligibility for Top Secret

#### Desired Qualifications:

– Master’s Degree or higher in a related field, equivalent experience/certification in a field relevant to the specific position, or substantial equivalent occupational experience.
