### Job Description

The Senior Director, Government Affairs and Strategic Planning is an experienced professional capable of developing and managing effective programs that coincide with the Authority’s mission. This role serves as the key liaison with government officials and industry leaders locally, federally, regionally, and globally. The work requires direct, in-depth knowledge of the function, structure, and personnel of the District of Columbia Government and a proven ability to work with elected and appointed officials and business and industry leaders. The incumbent must keep abreast of local, national, and global activities of relevance to the Authority, monitor proposed legislation and regulations for possible impact and effect on the Authority. Advise and coordinate the formation of Authority’s policy positions and develop an effective, ongoing program to communicate the Authority’s goals and objectives. The incumbent must possess strong oral and written communication skills. The incumbent must develop and lead strategic planning initiatives that coincide with the Authority’s mission and goals that result in an economic brand impact. The incumbent reports directly to the Chief of Staff with a dotted line to the General Counsel.

### Responsibilities

– Develops and manages regular and effective communications between the Authority and elected officials and their staff at the local, federal, regional, and global levels.
– Closely monitors activities, programs, legislation, and initiatives of the Executive Office of the Mayor and its agencies (intra-agency) as well as the City Council of the District of Columbia; performs research and analysis on government-related initiatives or activities that may impact the Authority; and coordinates, assembles, and writes and/or edits materials for Council hearings and meetings with the Mayor’s Council and other elected officials as appropriate.
– Serves as the Authority’s liaison with the Executive Office of the Mayor, its agencies, the Council, and its staff.
– Engages and responds to City Council inquiries.
– Assists and supports federal-level discussions applicable to initiatives and Business Units of the Authority.
– Tracks all reports due from the Authority to local officials, prepares and/or edits documents, assures accuracy and consistency with Authority objectives.
– Develops and manages professional relationships with internal stakeholders and local government officials to understand current issues.
– Develops and manages professional relationships with external stakeholders; residents and constituents, to understand industry trends.
– With the General Counsel, develops the Authority’s responses to legislative and/or business and industry inquiries and initiatives.
– Manages the preparation process of the Authority’s testimony in public forums and assures accuracy and consistency with the Authority’s mission and objectives.
– Provides support as needed with Events DC board-related matters.
– In coordination with the Chief of Staff, Deputy Chief of Staff, Communications, Marketing, and Executive Leadership, writes speeches, prepares correspondence and reports, and writes articles as appropriate.
– Monitors industry trends and performs research and analysis on activities and initiatives that might impact the Authority and its lines of business.
– In coordination with Executive Leadership, establishes professional relationships to assist the Authority in developing programs for advocacy or positioning the Authority to enhance its mission.
– As assigned, represents the Authority at external meetings, events, and conferences.
– Works closely with President and CEO and Executive Team to define the Authority’s vision for the future while strategically setting goals and objectives that result in a successful realized vision.
– Develops long-range and operational planning that coincides with the Authority’s mission.
– Assesses and maintains focus on short-term goals to assure timelines and deadlines are being met to fulfill strategic initiatives set.
– Develops strategic priorities that outline the responsibilities and accountability of each Executive Lead and Business Unit and consistently track progress.
– Works closely with Deputy Chief of Staff on Board of Governance logistics.
– Performs a variety of related duties as assigned.

### Qualifications

– Bachelor’s degree in government relations, legislative affairs, public relations, planning, communications, or closely related field; AND
– Extensive years of progressively responsible experience in local legislative affairs and public relations; OR
– Any equivalent combination or related experience, training, or education.
