The North Carolina Association of County Commissioners (NCACC) is seeking a Government Relations Manager to join the Advocacy & Policy team. The ideal candidate will monitor and act on state legislative, state executive branch, and federal issues to implement policy goals adopted by membership and to protect county interests. The Government Relations Manager will also relay information to the membership and perform other work as apparent or assigned under the general direction of the Director of Advocacy and Policy. This position will be based in Raleigh with the option to occasionally work remotely.

### Essential Duties and Responsibilities
– Collaborate with Advocacy and Policy staff to advance county interests.
– Collaborate with Director of Advocacy and Policy and NCACC Federal Consultant to track federal issues of importance to North Carolina counties.
– Perform the duties of a registered lobbyist with North Carolina General Assembly and state agencies, including contacting legislators and legislative staff; advising and influencing pending legislative and administrative actions; securing bill sponsors; assisting in drafting and reviewing proposed legislation.
– Develop and maintain relationships with a diverse group of state, federal and local elected officials, policy makers, lobbyists, legislative staff, and interest groups.
– Monitor legislative committees.
– Make presentations on pertinent statewide issues affecting counties to the Board of Directors and other membership groups.
– Advise association members on the impacts of legislation.
– Present to and represent the association at various meetings, conferences, and workshops.
– Monitor policy impacts of proposed legislation, administrative rules, and emerging issues affecting counties.
– Serve as a liaison between state agencies and NCACC members.
– Other duties as assigned.
### Salary
The salary hiring range is $95,000 – $110,000.
### Qualifications

**Education/Experience:**
At least seven years of experience working at the North Carolina Legislature or involved with the state-level North Carolina political environment. Juris Doctor or master’s degree preferred.
**Knowledge, Skills, Abilities:**
Thorough knowledge of the philosophy, principles, and practices of public policy administration such as the accepted methods and practices of administration and policy implementation; general knowledge of governmental organization and administration; ability to present ideas effectively orally and in written form; ability to conduct evaluations and prepare related reports and recommendations; ability to establish and maintain effective working relationships with association and county officials, associates, legislators, local government administration staff, and state agency personnel.
**Certificates and Licenses:**
– Valid Driver’s License
– Registration as a North Carolina Lobbyist
### Miscellaneous
This role will report to the Director of Advocacy and Policy and be based at the NCACC office in Raleigh with the option to occasionally work remotely. Typical work hours are 8 a.m. to 5 p.m., Monday through Friday. The hiring range for this position is $95,000 – $110,000.
