Pharmaceutical Care Management Association (PCMA) – the national association representing America’s pharmacy benefit management (PBM) industry is seeking a Senior Director, Public Affairs. This role sits within the PCMA communications department and is responsible for the management and execution of strategic state-level public affairs campaigns. He or she will have sharp political instincts, an understanding of state government, and experience running impactful, fully-integrated campaigns.
The Senior Director, Public Affairs collaborates closely with PCMA state advocacy colleagues, member company representatives, aligned trade associations, key stakeholders and others to develop and execute programs that advance the policy goals of the pharmaceutical care management industry. He or she is responsible for monitoring state legislative and regulatory developments, identifying industry allies and maintaining stakeholder relationships, developing strategies to engage in public policy debates, and executing targeted campaigns in key states. This position reports to PCMA’s Chief Communications Officer.
Primary Responsibilities
- Develops and executes public affairs campaigns around health care and PBM-related public policy debates, and tailors strategies, messages, and tactics that are appropriate for each state.
- Works with PCMA state leads and member company representatives to formulate advocacy approaches, coalition development, and grassroots activities.
- Identifies potential allies, works with existing coalitions, and develops greater alliances among interested stakeholders.
- Drafts original content and edits documents and written messages distributed in states.
- Analyzes public opinion research and runs paid advertising programs.
- Manages PCMA’s state-level public affairs consulting relationships.
- Demonstrates a command of current pharmacy benefits issues and how legislative and regulatory activity and trends that may impact the pharmacy benefits management industry.
- Works collaboratively with colleagues across PCMA and among PCMA’s member companies, to bring all PCMA’s resources effectively to bear in advancing state policy and advocacy priorities.
- Travel Requirements: 10%
Minimum Requirements
- Bachelor’s degree.
- 10+ years of experience in public policy, advocacy, government, or campaign roles.
- Demonstrated expertise leading advocacy efforts, preferably at the state or local level.
Qualifications
- Ability to deal effectively with high-profile stakeholders such as elected officials, executives, and a variety of external constituencies; including ability to influence and navigate political landscape.
- Experience managing multiple projects at once.
- Experience developing and executing paid advertising campaigns.
- Experience with non-profit advocacy organizations.
- Experience driving earned media and an understanding of what makes compelling storytelling.
- Excellent written and oral communication skills.
- Commitment a high standard of work product and professionalism.
- Strong organizational and time management skills.
- Ability to work in a team environment.
- Strong critical thinking and problem-solving skills.

- Ability to assemble and synthesize relevant facts and expert opinion to support policy arguments.
- Ability to prioritize importance of policy issues to the industry.
- Knowledge of political and cultural trends affecting the industry.
- Proficiency in Microsoft Office applications.
Salary And Benefits
PCMA offers a competitive salary and benefits package. The base salary range for this position is $150k – $175k with an annual incentive potential of $15k – $35k subject to company and individual performance. PCMA offers healthcare and flex spending benefits and generous paid time off.
