## Position Summary
ANSER is seeking a Legislative Affairs Analyst to support the Office of the Deputy Assistant Secretary of Defense for Counternarcotics and Global Threats (ODASD (CN&SP)). The ODASD (CN&SP) advances the Department of Defense’s (DoD) mission to counter drug trafficking, transnational organized crime, and threat finance networks.
In this key role, you will provide expert analysis of legislative actions, congressional requirements, and policy impacts affecting DoD counterdrug (CD), counter‑transnational organized crime (CTOC), and counter‑threat finance (CTF) programs and play a critical role in bridging DoD priorities with congressional oversight and statutory authorities.
## Day‑to‑Day Responsibilities
– **Analyze legislation** — Analyze congressional legislation, policies, and regulatory requirements impacting CD/CTOC/CTF missions
– **Assess proposals** — Assess DoD legislative proposals for accuracy, compliance, and policy alignment
– **Prepare notifications** — Prepare congressional notification packages and supporting documentation
– **Draft responses** — Draft responses to congressional inquiries and correspondence
– **Support testimony** — Support preparation of congressional testimony and briefing materials
– **Develop materials** — Develop background materials for senior leader engagements with Congress
– **Coordinate matters** — Coordinate legislative matters across DoD and interagency stakeholders
– **Track developments** — Track and interpret legislative developments affecting national security programs
– **Draft audit responses** — Draft responses to audits from oversight bodies (e.g., IG, GAO)
– **Provide recommendations** — Provide strategic recommendations on legislative impacts to programs
– **Support changes** — Support development of proposed legislative changes
– **Translate issues** — Translate complex technical issues into clear, actionable language
– **Prepare reports** — Assist in preparing executive‑level reports and decision documents
– **Participate in groups** — Participate in working groups and interagency coordination efforts
– **Support leadership** — Support senior leadership with real‑time legislative analysis
## Required Qualifications
– **Active TS/SCI** — Active Top Secret (SCI) Clearance
– **Master’s degree** — Master’s degree preferably in public policy, political science, national security, or a related field
– **10+ years experience** — Minimum of 10 years of relevant experience supporting DoD, federal agencies, or equivalent organizations
– **Legislative knowledge** — In‑depth knowledge of U.S. legislative processes and DoD authorities
– **Congressional prep** — Experience preparing congressional testimony, correspondence, and legislative proposals
– **Oversight familiarity** — Familiarity with DoD Inspector General and Government Accountability Office processes
– **National security** — Strong understanding of national security policy and interagency coordination
– **Plain‑language skills** — Experience translating complex technical topics into plain language
– **PPBE familiarity** — Familiarity with DoD PPBE processes
## Preferred Qualifications
– **Communication skills** — Exceptional written and verbal communication skills
– **Independent operation** — Ability to operate independently and advise senior leaders (SES/General Officer level)
– **Plain‑language skills** — Experience translating complex technical topics into plain language
– **PPBE familiarity** — Familiarity with DoD PPBE processes
– **Multitasking** — Ability to manage multiple priorities in fast‑paced environments
