Overview
We are seeking an experienced Communication Specialist with a strong background in aviation operations and flight procedures to support communication and outreach activities for initiatives within the Federal Aviation Administration (FAA). This position plays a key role in shaping and delivering communications that inform, educate, and engage diverse stakeholders about safety, efficiency, and capacity improvements across the National Airspace System (NAS).
The ideal candidate will combine aviation expertise with exceptional communication skills to effectively translate complex technical, operational, and policy concepts into clear, compelling, and accessible information for multiple audiences—including government agencies, industry partners, and the general public.
Key Responsibilities
- Develop and execute communication strategies that convey program goals, objectives, and achievements across the FAA, other federal agencies, private industry, and public audiences.
- Support the development of briefings, articles, presentations, and outreach materials to communicate NAS modernization, safety, and efficiency initiatives.
- Collaborate with program leaders, engineers, and flight operations experts to translate complex technical and operational information into clear and effective communication materials.
- Assist in planning and implementing stakeholder engagement efforts, including workshops, webinars, and public outreach campaigns.
- Communicate and educate various audiences on advanced technologies, innovative operational concepts, and emerging business practices that enhance NAS performance.
- Support aviation safety and flight operations projects, ensuring communication materials accurately reflect operational impacts, regulatory changes, and procedural innovations.
- Provide strategic communication support for FAA initiatives related to instrument flight operations, airspace modernization, and new technology integration.
- Maintain awareness of key aviation trends and stakeholder concerns to ensure consistent, informed, and mission‑aligned messaging.
Required Qualifications
- U.S. citizen or green card permanent resident (3+ years U.S. residency).
- Experience with FAA and the environment.
Education and Experience
- Bachelor’s degree in Communications, Aviation Management, or a related field, and 5+ years of experience in an aviation‑related field such as air carrier operations, military aviation, air traffic control, instrument procedure development, or flight standardization.
- OR a High School diploma and 8+ years of relevant aviation and communication experience.
- Proven ability to communicate complex aviation and flight operations concepts to technical and non‑technical audiences.
- Strong writing, editing, and presentation skills with attention to accuracy, clarity, and audience engagement.
- Experience supporting aviation safety, operational efficiency, or modernization programs.
- Demonstrated ability to collaborate across multidisciplinary teams and stakeholder groups.
- Proficiency in Microsoft Office Suite and other tools used for document development, presentation, and communications.
D.C. Salary Range: $78,900 – $123,320
Desired Qualifications
- Experience supporting FAA programs, particularly within Aviation Safety (AVS) or the Air Traffic Organization (ATO).
- Familiarity with National Airspace System (NAS) operations, modernization initiatives, or FAA regulatory processes.
- Experience developing communication products related to NextGen, advanced air mobility (AAM), or emerging aviation technologies.
- Knowledge of strategic communications, stakeholder engagement, and public affairs best practices within a government or aviation environment.

Compensation at Noblis is determined by various factors, including but not limited to the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract‑specific affordability, organizational requirements, and applicable employment laws. The projected compensation range for this position is based on full‑time status. For part‑time or on‑call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it’s just one component of Noblis’ total compensation package.
