### Description

HP is seeking a State Government Affairs Manager to develop and implement advocacy and lobbying efforts relative to HP Inc.’s priority issues at the state/regional level. The position is based in the Washington, DC office and will also support federal advocacy efforts.

This cross‑cutting role involves coordination with HP’s business units and other corporate work groups while operating within a dynamic U.S. government affairs function. The selected applicant will advocate for HP Inc.’s interests and manage relationships with elected and appointed officials at the state level, engaging with internal and external stakeholders. The position reports to the Head of the Americas – Government Affairs & Public Policy.

## Essential Duties and Responsibilities

### Strategic Planning and Implementation
– **Strategic planning** — Develop, maintain, and implement strategies and policy positions supporting HP’s portfolio.
– Interface regularly with internal HP stakeholders including business units, corporate work groups, market/region organizations, and other key functions to align positions and advocacy plans.
– Drive engagement and communicate policy priorities to key constituencies.
– Anticipate the impact of government policies and work with business leaders to identify government‑related growth opportunities.
– Develop and implement advocacy strategies to achieve growth goals and objectives.

### Policy / Legislative / Regulatory Analysis
– **Policy analysis** — Stay informed on trends to anticipate opportunities and risks.
– Identify proactive opportunities and develop strategic plans aligned with HP’s priorities.
– Evaluate pending legislation, policies, and regulations impacting HP and recommend responses or alternatives.
– Prepare briefing documents for company executives and communicate positions externally.

### Relationship Building / Management
– **Stakeholder engagement** — Build and maintain positive relationships with government officials, opinion leaders, third‑party agencies, and other external stakeholders.
– Influence public policy, monitor government initiatives, and advocate for policies that advance HP’s objectives.
– Engage policy advocacy associations and trade groups to promote lobbying and policy positions.

### Management
– **Consultant management** — Assist in managing outside consultants and resources supporting the legislative and regulatory agenda.
– Support strategy execution, messaging, external outreach, and development of communications tools.

## What You’ll Bring to the Team

– **Bachelor’s degree** from an accredited university.
– **Minimum 6+ years of state‑level experience**, including legislative or agency staff roles, advocacy, lobbying, or related work.
– Strong communication skills, including writing, speaking, and exceptional listening.
– Technical expertise in government policies, legislation, regulatory processes, and political dynamics.

The base pay range for this role is **$120,550 to $160,000 annually**, with additional opportunities for bonus and/or equity (U.S. candidates only). Pay varies by location, job‑related knowledge, skills, and experience.
