Understanding & Analyzing Congressional Bill Text in a Post-Chevron World

Learning how to read and understand Congressional bill text is a skill – sometimes bills are hyper-specific and prescriptive, and sometimes not. With the U.S. Supreme Court overturning the Chevron doctrine in 2024, lawmakers on Capitol Hill will be under pressure to craft legislation that’s less vague and more detailed. Knowing how to understand and analyze bill text will be even more important.

Our expert speaker will unveil what goes into drafting legislation – who is involved, the basics of reading and writing bill text, and why understanding each of these components is critical for your government relations goals.
In this session, we will:
- Walk through the various actors involved in developing and drafting legislation
- Discuss the Office of Legislative Counsel and their role in the drafting process
- Provide an overview of how to read and write bill text
- Share where you can find accurate summaries of draft and introduced legislation

The End of the “Chevron Doctrine” and Analyzing Bill Text
In 2024, the U.S. Supreme Court overturned the “Chevron Doctrine.” Under Chevron, courts had to defer to an agency’s interpretation when a law did not clearly state Congress’ intent. With “Chevron” gone, Congress is under pressure to legislate with greater specificity. Our expert will walk us through what this means for the bill drafting process and your government relations work.
In this session, we will discuss:
- The consequences from the end of the “Chevron Doctrine”
- What the end of “Chevron” means when it comes to drafting legislation
- What the future drafting landscape may look like
- Best practices for utilizing the current legislative drafting process to advance your government relations goals
