U.S. Senate Legislative ProcessRules and Culture

The legislative process in the U.S. Senate is unique – and sometimes confusing.  There are many operating rules and norms, with plenty of exceptions to those rules. Our expert will discuss the different parts of Senate procedure, how it differs from the legislative process in the U.S. House, and how the operating culture in the Senate can influence legislative outcomes and decisions. 

In this session, we will: 

  • Examine Senate legislative procedure, from bill introduction to final passage 
  • Highlight different potential deviations from standard legislative procedure in the Senate and how and why those decisions are made 
  • Discuss the culture of the Senate, whether it has evolved over time and how it differs from the House 
  • Dig into how the culture of the Senate influences its procedural and legislative norms

U.S. Senate Personal Offices vs. Committees 

U.S. Senate Committees can be sorted into different types, sizes and areas of jurisdiction. Knowing how Senate committees operate and who’s currently serving on them can have key consequences for your government relations goals. Our expert will walk you through the role of Senate committees before discussing how committees differ from Senators’ personal offices and sharing key takeaways for building relationships with both. 

In this session, we will: 

  • Talk about the different Senate committees, areas of jurisdiction and types of committees 
  • Examine the differences between Senate committee markups vs. hearings 
  • Discuss how committees and personal offices differ 
  • Share key tips for building successful relationships with personal offices and committees
