## Position Summary

The Assistant Vice President, State Government Relations (Western Region) role serves as APCIA’s advocate and strategist for state government relations, leading legislative, regulatory, political, and public policy efforts on behalf of the property and casualty insurance industry in assigned states in the western region. The position develops and executes state and regional advocacy strategies, represents member companies before lawmakers and regulators, negotiates policy outcomes, and provides executive‑level counsel on emerging political and regulatory risks and opportunities. It also builds coalitions and stakeholder relationships, aligns diverse member interests into unified policy positions, and directs grassroots, political, and communications campaigns to advance APCIA’s objectives. In addition, the role oversees external advocacy resources, ensures compliance with lobbying and ethics requirements, and manages budgets.

## Principal Responsibilities

– **Legislative & Regulatory Monitoring** — Identifies legislative and regulatory issues affecting the property and casualty insurance industry and communicates regularly with APCIA members and relevant staff regarding legislative and regulatory activity.

– **Strategy Development** — Leads APCIA policy managers, APCIA public affairs, and APCIA members in developing strategies and tactics for addressing state issues.

– **Stakeholder Relationships** — Develops working relationships with APCIA members, legislators and staff, regulators and staff, and other industry lobbyists.

– **Testimony & Comments** — Drafts and provides testimony and written comments supporting APCIA’s positions on pending legislation and regulations.

– **Lobbyist Management** — Manages APCIA’s retained lobbyists in each state.

– **Judgment & Decision‑Making** — Demonstrates sound fiscal, political, and management judgment in daily activities.

## Additional Responsibilities

– **Media Relations** — Establishes and maintains relationships with news media and serves as spokesperson for the association.

– **Direct Lobbying** — Engages in direct lobbying as appropriate.

– **Coalition Participation** — Forms or participates in coalitions that advance APCIA’s public policy positions.

– **Political Engagement** — Identifies key political races and strategically participates as appropriate.

– **Industry Awareness** — Interacts with other trade associations and unaffiliated companies and remains aware of their activities.

– **Leadership Role** — Provides leadership internally (home office, regional team, public affairs) and externally (member companies, coalition partners, elected officials).

– **Issue Prioritization** — Focuses on key issues and communications.

– **Budget Management** — Prepares annual operating budgets and budgets for corporate and individual political contributions; manages such budgets.

– **Member Support** — Provides prompt service, complete information, and accurate responses to membership.

– **Other Duties** — Performs other duties as assigned.

## Qualifications

### Educational Requirements
Bachelor’s degree in Political Science, Business Administration, or related field.

### Experience

– **Legislative & Regulatory Experience** — Minimum 5 years of experience in state legislative, regulatory, and/or government relations matters, including direct lobbying; insurance knowledge preferred.

– **Government Process Knowledge** — Strong familiarity with government processes, including legislative and executive branches and agencies responsible for insurance regulation.

– **Communication Skills** — Excellent written and oral communication skills; ability to clearly communicate legislative, regulatory, and substantive issues to diverse audiences.

– **Multitasking** — Ability to manage multiple tasks simultaneously.

– **Initiative** — Self‑starter with strong initiative and follow‑through.

– **Insurance Expertise** — Command of insurance issues.

– **Travel Requirements** — Travel as required.
