 Position Summary:

The Director will lead the strategic direction, development and implementation of the Public Affairs function at the Company in collaboration with the VP, Corporate Citizenship & Public Affairs. They will identify and execute targeted initiatives that support Blue Cross Blue Shield of Massachusetts’ strategic goals and objectives and ensure the protection and enhancement of BCBSMA’s reputation and brand. They will develop and advance strong relationships throughout geographically diverse communities in Massachusetts to further strengthen the company’s positive visibility in support of the business. They will build and leverage relationships and resources with public constituencies and targeted communities in support of the Company and the Corporate Communications & Citizenship Division’s goals.  
Key Accountabilities:
  • Implement a public affairs strategy responsive to community needs, aligned with BCBSMA’s strategic objectives, and one that protects and enhances our reputation in communities across the state. Evolve strategy as needed.
  • Identify and execute on opportunities to highlight BCBSMA’s leadership in building healthy communities through regional earned media coverage.
  • Build and strengthen relationships with elected officials, community leaders and business advocacy groups who impact our business and reputation.
  • Partner with peers in other business areas and within the division to build positive visibility and presence in our community in support of company and division goals.
  • Regularly represent the company at community meetings and events with a range of public elected officials and community leaders. Act as company spokesperson, as appropriate.
  • Develop internal and external communications, and edit/review materials from specialist, to support public affairs as needed (e.g. talking points, memos, letters, etc.).
  • Convene a cross-functional Public Affairs Advisory Council made up of senior-level leaders to advance public affairs goals and strategies internally and externally.
  • Direct the engagement of external consultants including public affairs consultants and pollsters, helping to support and advance the company’s reputation.
  • Represent Public Affairs on internal and external cross-functional teams, workgroups and projects.
  • Identify opportunities for senior executives and the CEO to participate in strategic Public Affairs activities and events.
  • Identify and execute on opportunities for BCBSMA to advance its thought leadership on key, public health issues.
  • Contribute to the leadership and strategy of the Corporate Citizenship & Public Affairs team, as well as the broader Corporate Communications & Citizenship division.
  • Manage/coordinate BCBSMA’s External Affairs meetings, comprised of VP and SVP leaders representing divisions engaged in external relationships and issues.
  • Serve as Municipal & Labor Segment Lead for the Corporate Communications & Citizenship division, proactively identifying and executing on opportunities to support critical business partners.
  • Manage the Public Affairs budget.
  • Elevate and resolve public affairs issues with senior leaders, as appropriate.
  • Develop and manage a high-performing Public Affairs Specialist.
  • Complete business requirements such as privacy training, performance goal setting, evaluations, and reporting.
Qualifications (knowledge/skills/abilities/behaviors):
  • Excellent communications skills required.
  • Ability to build rapport and establish relationships
  • Solid professional presence with confidence to work with senior executives from the company, representatives from other corporations, and community, business and municipal leaders.
  • Solid understanding of politics and government, non-profit organizations, community relations, and public relations.
  • Knowledge of health care and health insurance preferred.
  • Presentation development skills desired
  • Expertise with Microsoft Office including: Outlook, Excel, PowerPoint
Education/Relevant Experience:
  • Bachelor’s degree required.
  • At least ten year’s experience in external affairs or related fields
  • Experience managing people and projects
  • Ability to travel throughout the state regularly, and on occasion, with little notice
