Basic Function

As Director, Head of Federal Government Relations, this position serves as the senior registered lobbyist responsible for managing LYB’s federal government affairs team and programs in Washington, DC. This position leads the development and execution of the company’s agenda at the federal level, engages with elected officials and stakeholders to advance priority issues, manages engagement with internal LYB stakeholders on federal policy issues impacting the company, represents LYB interests within industry trade associations, and manages LYB’s federal Political Action Committee (PAC) planning and activities.

Roles & Responsibilities

1.    Manage LYB’s federal government affairs team by developing and executing LYB’s agenda at the federal level

  • Set federal advocacy strategy for the government affairs team based on input from the VP, Global Government Relations.
  • Develop and execute advocacy plans for priority issues, incorporating direct lobbying and coordination with trade associations.
  • Prioritize advocacy issues for the federal team, delineating which issues require direct advocacy and which issues require indirect advocacy through trade associations.  Director shall consult internal stakeholders to understand their business needs.
  • Assume primary responsibility for managing the portfolio of federal legislative and regulatory issues of importance to LYB.
  • Build and maintain relationships with partner organizations, coalitions, foundations, and associations to advance policy goals.

 

2.    Engage with elected officials and stakeholders to advance priority issues

  • Advance the company’s reputation with government stakeholders and elected officials and drive advocacy outreach and engagement by working closely with key Capitol Hill staff in personal offices and committees of jurisdiction, relevant executive branch agencies, NGO communities and trade association partners.
  • Educate aforementioned stakeholders on issues of importance to LYB, helping them understand the justification for these positions.
  • Initiate and organize visits by Members of Congress to LYB facilities.

 

3.    Manage engagement with internal LYB stakeholders on federal policy issues impacting the company

  • Advise senior management in the U.S. about legislative trends and also about opportunities that impact their respective businesses/departments.
  • Establish and maintain a network of internal stakeholders, communicating regularly to ensure government relations alignment with company objectives.
  • Work with internal stakeholders to define potential impacts and develop advocacy strategies.
  • Identify, track and internally communicate legislative and regulatory developments and emerging trends.
  • Engage U.S. employees in public policy issues impacting the company in order to enhance employee knowledge and engagement on priority issues.
  • Lead development of presentation materials surrounding election/policy outlooks.

 

 

Additional Responsibilities

4.    Prepare and staff LYB’s Board members at key trade associations and oversee all LYB activity within US trade associations

  • Advise LYB’s Board members on trade association activity and ensure that Board member is prepped on relevant issues
  • Serve as LYB’s primary liaison with several national trade associations, including but not limited to:
    • American Chemistry Council
    • National Association of Manufacturers
    • American Fuel and Petrochemical Manufacturers
    • Global Business Alliance
    • National Association of Chemical Distributors
  • Oversee LYB employee participation on national trade association committees, enabling the company to extract maximum value from our membership investment.
  • Actively participate on their government relations committees, helping to shape and lobby policy positions.

 

5.    Manage the LYB PAC federal planning and activities

  • Serve as a member of the LYB PAC Board to ensure representation of federal PAC priorities.
  • Lead the development of LYB’s federal PAC contributions plan and ensure it is fully aligned with our overall federal advocacy strategy.
  • Represent the PAC at Congressional fundraisers.
  • Develop federal content for PAC communications.
  • Assist in PAC special events including securing elected officials for webinars and town halls.

Min. Qualifications

  • Bachelor’s Degree required, preferably in public policy, government, business, chemistry or communications. Advanced degree in business, public policy or law strongly preferred.
  • Combined minimum 10 years of relevant experience at the federal level working either in a Government Affairs capacity for a mid to large size multi-national company, national trade association, related legislative staff position in the U.S. Congress, or government agency. Background or exposure in chemical or energy-related industry required.
  • Proven contacts with key government officials in the U.S. Congress and regulatory agencies.
  • Demonstrated ability to synthesize complex problems/policy issues while identifying their related business implications.
  • Strong understanding of political, legislative and regulatory processes at the federal level.
  • Must have familiarity with political action committee (PAC) functions.
  • Proven leader who is innovative in solving problems, developing advocacy strategies, analyzing complex issues, overcoming challenges, and achieving goals.
  • Experience managing multiple demands and constituents while meeting deadlines, building effective teams and staying organized in a complex business environment.
  • Excellent interpersonal skills coupled with a confidence and comfort of interacting directly with corporate executives, senior business leaders, government officials and key stakeholders.
  • Demonstrated strong verbal and written communication skills.
  • High level of personal drive.
