Blue Cross and Blue Shield of Vermont is looking for a Director, Legislative and Government Relations to join our Client Relations and External Affairs team. Compensation

The base salary range for this position is $135,000 – $170,000. Additional compensation opportunities and incentives will be detailed during the interview process. Please note that the range listed above is our good faith estimate of the hiring range for this role.

If you are hired at Blue Cross and Blue Shield of Vermont, your final base salary compensation will be determined based on factors such as skills, competencies, education, experience, and internal equity across the current team. Location

Blue Cross has transitioned to a hybrid workplace. It is expected that the qualified candidate will be in the Berlin, VT office on Tuesdays and Wednesdays, and other days as needed.

It is also expected they will have a flexible schedule, particularly during legislative sessions in Montpelier and on other occasions as necessary. We are only hiring Vermonters for this role.

Director, Legislative and Government Relations Responsibilities

The Director, Legislative and Government Relations will be responsible for providing strategic leadership in advancing the organization’s legislative, regulatory, and policy objectives to support, promote, and protect business objectives.

Communicate, advocate, and reinforce Blue Cross VT’s opinions and positions throughout the legislative branches of the state government and other regulatory bodies, including the Green Mountain Care Board.

Work closely with Plan executives and leaders to develop and articulate advocacy and public policy strategies that support the organization’s mission and vision, serving as a direct conduit between the Plan and its external constituencies.

Manage the administration of the organization’s legislative relations program, including coordination of the activities of internal staff and outside lobbyists, and operate as a lobbyist for the Plan.

Lead the preparation and dissemination of reports, testimonies, public comments, white papers, presentations, and other materials addressing Blue Cross VT’s priority policy issues and positions on legislative initiatives and health care reform proposals.

Serve as the main point of contact with Vermont’s Congressional Delegation and maintain communications between the Plan and their offices. Coordinate, plan, and attend annual meetings in Washington, D.C.

Provide leadership to functional areas of the Plan in assuring effective and compliant implementation of all requirements resulting from state or federal government initiatives.

Work closely with the Communications & Media team to develop and execute communications strategies to convey the organization’s policy positions and advocacy efforts to members, media, and the public.

Director, Legislative and Government Relations Qualifications

Bachelor’s degree in government, communications, English, or related fields is desired.

A strong government relations background with relationships in Vermont legislative and state government is essential, requiring a minimum of 10 years of progressive experience in the government and/or private sector.

Position requires 5 years of management-level experience.
