Description:
IBSS is seeking a Foreign Affairs Support Specialist to assist a Federal Client (NOAA Fisheries) in its statutory responsibility to sustainably manage marine fisheries and resources, in compliance with the Magnuson-Stevens Fishery Conservation and Management Act (MSA) and other relevant Federal laws, including implementing the High Seas Driftnet Fishing Moratorium Protection Act (Moratorium Protection Act) and Maritime Security and Fisheries Enforcement Act (Maritime SAFE Act). A successful candidate will also aid in the development of illegal, unreported, and unregulated (IUU) fishing and sustainable international fisheries management materials.
Key Responsibilities:

Assist in collecting, analyzing, and prioritizing information related to IUU fishing by foreign nations.

Assist in developing briefing materials on IUU fishing and sustainable international fisheries management for NOAA officials and staff.

Coordinate and schedule travel, logistics, and presentation materials associated with IUU fishing and international outreach for regulatory implementation and compliance.

Attend international meetings and workshops.

Develop IUU fishing and sustainable international fisheries management materials, including reports, briefing materials, and outreach materials, and in the organization and execution of meetings, workshops, webinars, and teleconferences.
Required Skills / Education / Certifications & Qualifications:
-
Master’s degree or higher with 5+ years experience in policy or resource management related to protected species and fishery management.

Knowledge of IUU fishing, global fisheries, and understanding fishery and market interconnections.

Knowledge and experience with implementing fisheries statutes like the Moratorium Protection Act, Maritime SAFE Act.

Strong organizational skills with the ability to work independently and comply with project deadlines.

Exceptional communication skills and the ability to work well with others.

Advanced professional writing skills and the ability to express both biological and regulatory concepts in plain language.
