Legislative Analyst Position

The Government Relations unit at the Association of American Medical Colleges seeks a Legislative Analyst to assist the Director of Government Relations in monitoring activities of Congress and relevant Federal agencies primarily related to the HRSA Title VII and VIII health professions education/workforce programs, public health and preparedness, health equity, diversity, immigration (Conrad 30 program), Deferred Action for Childhood Arrivals (DACA) recipients and research; and assist in preparation and dissemination of information on legislation. A basic understanding of the legislative and policymaking process, especially with health workforce, public health, and research issues, and the appropriations process, is desirable. Responsibilities include assisting with managing a coalition, covering hearings, preparing reports and summaries (often with a short turnaround), and creating and updating materials for the advocacy section of the AAMC website.

In addition, this position tracks legislation and regulations and maintains records on public laws and regulatory policies. This position may serve as a liaison between the organization and its constituencies or members and maintains relationships with organizations that have similar legislative and regulatory interests. Stays informed about legislation and regulatory issues of importance to the organization. Analyzes and evaluates the impact of government policy and regulation on the organization’s activities and objectives. Researches interprets, and analyzes proposed changes to regulations or government policy and prepares reports on how these changes may impact the organization. Prepares materials for meetings and other events involving government representatives so that the organization’s representatives are well-informed on current issues. Responds accurately and promptly to inquiries from government representatives about the organization and its activities without releasing information that could compromise the organization’s competitive position or confidentiality standards. Creates, develops, builds, drafts, and/or finalizes work independently. May lead small-scale projects or complete a component of a larger project. Trusted to represent the team when senior colleagues are not available. Applies professional-level functional knowledge to solve problems requiring the identification and analysis of moderately complex variables. Takes action to address issues that routinely arise in areas of assigned responsibility, but may receive guidance or expertise from higher-level staff on more complex problems.

How will you make an impact?

A successful candidate will demonstrate the following:

  • Assists the Director, Health Equity Advocacy and Government Relations (GR), and other GR staff to monitor activities of Congress and relevant Federal agencies primarily related to the federal appropriations process, health equity, more diversity, health professions workforce, public health and preparedness, DACA, Conrad 30, research, and; analyze legislation and regulations at various stages of the policymaking process.
  • Assist in the preparation and dissemination of information on legislation, including testimony, statements, letters, position papers, issue briefs, legislative updates, and Washington Highlights articles.
  • Represent the AAMC at coalition meetings, hearings, policy-related briefings, and discussion groups. Communicate AAMC’s views to members of the health professions workforce and programs in higher education communities and the press.
  • Develop and maintain professional relationships with congressional and agency staff, and with members of the Congressional Black Caucus, Congressional Hispanic Caucus, and the Congressional Asian Pacific American Caucus.
  • Assist in creating and updating materials for the advocacy section of the AAMC website, including Washington Highlights, the HPNEC website, and other materials.
  • Assist on other projects as assigned by the Director.

What you’ll bring to the role

  • Bachelor’s degree in health policy, public policy, or related field. Master’s, law, or professional degree is a plus.
  • Three to five years of related work experience on health care issues, including health equity, diversity, and inclusion, at an association, congressional, or government affairs office, including:
  • Working at a fast pace and under tight deadlines to support internal and external advocacy activities;
  • Drafting policy and advocacy documents;
  • Tracking and analyzing federal legislative issues;
  • Responding to a wide range of constituent inquiries and requests;
  • Engaging and managing relationships with AAMC constituents;
  • Advocating with elected officials and their staff; and
  • Managing advocacy and constituency coalitions.
  • Excellent verbal and written communication skills.
  • Understanding of health equity policy.
  • Understanding of diversity and inclusion programs.
  • Understanding of the legislative, regulatory, and/or policymaking process.
  • Understanding of emerging policy areas of importance to medical schools and teaching hospitals.
  • Ability to represent the AAMC and maintain excellent, reliable working relationships with congressional staff as well as AAMC constituents at all levels.

Remote Work Eligibility

This position is eligible for remote work within the Washington DC / Baltimore metro area only.

Compensation Grade Range and Mid-Point

Grade Range:$71,600.00 – $133,000.00/ Grade Mid-Point:$102,300.00

The above annual compensation range and mid-point are general guidelines. For candidates who meet the criteria, the AAMC’s compensation philosophy is to target the midpoint of the salary range. Multiple factors are taken into consideration to arrive at the final hourly rate/annual salary to be offered to the selected candidate. Factors include, but are not limited to, the scope and responsibilities of the role, the selected candidate’s work experience, education and training, as well as internal equity, market, and business considerations.

If a bachelor’s degree is required, related work experience may be substituted in some positions. One year of college course work at an accredited institution is equivalent to one year of related work experience.
