The Legislative Specialist, Government Relations is a member of the Government Relations team who works both with internal and external stakeholders by building key relationships with Capitol Hill, the White House and Federal Agencies.   The individual is responsible for supporting the organization’s government relations strategy by assisting in developing and implementing legislative policy positions.  The successful candidate must have the ability to excel in a fast paced environment.  Key responsibilities include: analyzing selected federal and state legislation that would impact the Red Cross, engaging with Red Cross chapter representatives on policy matters, developing data bases to assist with federal and state outreach, and outreach/attending key meetings on Capitol Hill and with such Federal Agencies such as FEMA and the US Department of Commerce in order to develop and maintain relationships with key staff, attend coalition meetings and selected conferences, and complete the Department’s lobbying disclosure forms.  This position will report directly to the Senior Vice President Government Relations. The successful candidate will work with senior members on the Government Relations team, Red Cross lines of businesses and internal and external stakeholders.

Specific Responsibilities:

State Relations

Monitor state legislation that has a direct economic cost to the organization and/or fundamentally impacts Red Cross’s mission.  Responsible for collaborating with Red Cross state representatives in developing state one pagers, researching elected officials bios, and preparing Presidential briefing documents. Assist state representatives in the development of their legislative strategy.

Federal Relations (White House and Agencies)

Conduct policy tracking for all relevant federal agencies to the American Red Cross mission.  Monitor other federal executive branch activity important to the American Red Cross including service to the armed forces, health and safety, biomedical services, disaster preparedness and response, international and nonprofit issues. Legislative Specialist should also be prepared to serve as the departmental lead for other issues before the Federal Executive Branch including building relationships with key staff. Develop and provide Red Cross strategy papers, position statements, talking points, support letters and expert guidance to Government Relations staff. Engage in strategic and tactical planning for relationship building and represent the American Red Cross before a wide variety of partnership groups or coalitions. Ensure completion of all reporting requirements to include IRS 990 fillings (state relations outreach) and Lobby Disclosure requirements.


United States Congress

In consultation with supervisor, maintain relationships with key congressional offices and selected committees.  Attend congressional hearings and provide a written updates.  Assist in the development of congressional testimony and briefings.



Bachelor degree plus five years of relevant government relations experience.  The candidate must possess strong communication skills and be able to manage a variety of research and other projects. Attention to detail and willingness to take the initiative is essential.
