Job Description
The Manager of Grassroots and Political Affairs is responsible for two principal components of ALTA’s Advocacy efforts: developing a comprehensive PAC strategy and mobilizing grassroots and grasstops activities. This role includes strategic planning and managing the day-to-day operations of the Title Industry Political Action Committee (TIPAC), the Title Action Network (TAN), and ALTA’s Congressional Liaison (CL) program.
Duties & Responsibilities
Title Industry Political Action Committee (TIPAC)
- Develop a comprehensive fundraising strategy to solicit and grow PAC contributions, as well as contributions to TIPAC’s administrative account.
- Conceive, plan, and implement TIPAC fundraising events and staff ALTA’s major meetings to promote membership involvement in the Association’s political and advocacy efforts.
- Manage the receipt, deposit, and disbursement of TIPAC and administrative account funds.
- Partner with ALTA’s lobbying team to develop and maintain TIPAC’s election cycle budget.
- Draft and execute PAC-related communications, including solicitation and educational materials, website content, invitations, talking points, and other political content as needed.
- Manage communication with, and meetings of, TIPAC committee members.
- Ensure compliance with applicable federal, state, and local campaign finance and election laws and manage all Federal Election Commission filings.
- Oversee PAC-related activities performed by vendors, administrative staff, consultants, and interns.
Title Action Network (TAN) and Congressional Liaison (CL)
- Directly oversee TAN and CL programs, including membership, retention, education, relationship development, and activation.
- Partner with ALTA’s meetings and government affairs teams to coordinate the association’s fly-in, the ALTA Advocacy Summit, each May.
- Act as the primary point of contact for inquiries about the TAN and CL programs.
- Oversee the administration of the TAN database, including data entry, data cleanup, membership, activation reports, and action alerts.
- Draft TAN communications to provide consistent education to members about regulations and pertinent issues.
- Coordinate with the TAN and CL committees and subcommittees to accomplish yearly goals.
- Manage the annual TAN budget to carry out necessary activities.
- Develop strategies to identify existing relationships between ALTA members and federal lawmakers and opportunities to develop new relationships to build the Congressional Liaison program and track progress.
- Work alongside the Government Affairs Team to coordinate meetings for Congressional Liaisons with their Members of Congress.
- Plan TAN and Congressional Liaison presence at ALTA meetings.
Preferred Skills & Qualifications
- Bachelor’s degree required.
- At least 3-5 years of experience in PAC administration/management, fundraising, and/or campaign activities; or a combination of education and experience.
- Knowledge of FEC compliance and processes at the federal, state, and local levels.
- Proficiency in various software programs, including Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and other pertinent databases (DDC, Quorum, Impexium, etc.).
- A proactive approach to problem-solving with strong decision-making skills; entrepreneurial and creative instincts.
- Strong interpersonal skills with the ability to effectively communicate and build relationships with diverse stakeholders.
- Excellent project management skills with great attention to detail.
- Excellent written and oral communication skills; ability to craft persuasive and compelling content.
- Detail-oriented individual with exceptional organizational and time management skills.
- Ability to work in a fast-paced environment and collaborate with internal and external partners.
