Job Summary

The Ambulatory Surgery Center Association (ASCA) is seeking a candidate with PAC and fundraising experience to manage ASCAPAC, the only national political action committee dedicated to protecting the interests of ambulatory surgery centers.

The Manager – Political Action Committee role will report directly to the Director of Government Affairs and collaborate with members of ASCA’s Government Affairs Department and others across the association to expand ASCAPAC’s fundraising efforts, direct campaign contributions to lawmakers, and manage all day-to-day PAC activities.

The position requires a candidate who is collaborative, creative, detail-oriented, and organized. Candidates should have a strong familiarity with, and interest in, American politics, our political system, and the rules and regulations governing corporate political engagement. They should display a solid grasp of federal compliance requirements combined with entrepreneurial creativity to increase ASCAPAC’s contributions.

Job Duties and Responsibilities

  • Work with the Chief Advocacy Officer, Director of Government Affairs, and Manager of Political and Legislative Affairs to develop a strategic plan for solicitations, disbursements, and communication activities for ASCAPAC and the Advocacy Fund.

  • Implement ASCAPAC and Advocacy Fund solicitation campaigns, educational efforts, and recognition programs.

  • Manage and track prior-approval authorizations from corporate members.

  • Oversee PAC contributions, receipts, and disbursement processes, including requests, tracking, and follow-up.

  • Serve as primary staff liaison for the ASCAPAC Committee and coordinate committee operations with the ASCAPAC chair.

  • Handle all administrative functions for ASCAPAC, including Federal Election Commission compliance and reporting, record-keeping, and event planning for fundraising events and board meetings.

  • Other duties as assigned by the Director of Government Affairs.

Knowledge, Skills, and Abilities

  • Knowledge of Campaign Finance laws, regulations, and FEC reporting rules.

  • Experience raising political action funds.

  • Ability to discuss relevant political developments and ASCA’s federal engagement with ASCA board members, ASCA members, existing PAC members, and potential PAC members in a positive and nonpartisan manner.

  • Strong interpersonal communication skills (oral and written) and demonstrated ability to collaborate positively and effectively with internal and external partners. Public speaking experience is a plus.

  • Highly organized, detail-oriented, and able to plan and prioritize multiple deadlines in a fast-paced environment.

  • Capable of providing excellent customer service.

  • Ability to respond to inquiries from members, policymakers, or business community representatives.

  • Strong working knowledge of Microsoft Office Products (Outlook, Word, Excel, and PowerPoint) and general Internet skills.

Minimum Qualifications

Candidates should have direct experience as a PAC professional at a corporation, trade association, non-profit organization, or federal campaign. Proficiency in Microsoft Office applications and fundraising experience are necessary.
