Culmen International is hiring a Program Specialist to provide support for the African Military Education Program (AMEP) within the National Defense University at Fort Lesley J. McNair in Washington, DC (up to 50% telework).

 

The position is responsible for the control and coordination of all required actions to support the successful deployment, operation and management of the Defense Travel System (DTS) for the African Military Education Program (AMEP) staff and other personnel who may be funded by AMEP for travel purposes.  Functions include liaising between Defense Travel Management Office (DTMO) and Commercial Travel Office (CTO) regarding the functional use of DTS, analysis of problem areas, and assisting with ticketing issues.  Serves as subject matter expert on-site with responsibility for help desk operations and resolution of travel issues. This position will also provide administrative, clerical, logistical and technical support for the AMEP, using a variety of processes, methods, and techniques.  Furthermore, the position will render support for program planning, development and execution.

Roles & Responsibilities

  • Provide AMEP program management support to both the Africa Center Program Manager and AMEP SMEs, outlining office operations, program status, resource availability, budget management and invoicing, recent travel activities, and new projected travel requirements.
  • Serve as the Point of Contract (POC) for DTS to resolve day-to-day issues; oversee the entire AMEP DTS program and provide guidance to all points of contact on travel funds usage and troubleshooting of problems.
  • Provide financial status reports and program updates through routine communication with AMEP stakeholders, to include the Africa Center for Strategic Studies (ACSS), Department of State, Office of the Secretary of Defense, Africa Command, and others as instructed by the COR.
  • Research, compile findings and make recommendations for development and implementation of procedures for financial management and budgeting functions in support of program/activities.
  • Assist with developing/improving and monitor program-related databases, to include contact information details, biographies, institutional affiliations, and thematic/regional expertise for AMEP resource persons, academic leads and other information as instructed.
  • Manage AMEP logistical, travel, and operational issues for the U.S. Academic Leads and associated staff delivering training activities in Africa as well as African partners traveling to CONUS.
  • Provide status reports and program updates through routine communication with AMEP stakeholders, to include, Department of State, Office of the Secretary of Defense, Africa Command and others as instructed by the COR.
  • Assist with developing, improving, and maintaining recordkeeping systems (paper and electronic) that allow for archiving, while facilitating ready access for purposes of day-to-day program development, management, and execution.
  • Work with ACSS sections and augmented staff on all operational, logistics, and  program-related issues during the development and execution of AMEP activities.

Basic Qualifications

  • U.S. Citizenship and the ability to attain a DoD government CAC card.
  • Three (3) years’ experience managing a budget and financial data for an office and/or project.
  • Two (2) years’ experience providing support to a program or project, such as operations, logistics, record keeping and/or writing official reports or presentations.
  • Three (3) years’ experience working with Microsoft Office Suite
  • One (1) year of experience supporting travel requirements for an office and/or program, with preference but not required experience of the Defense Travel System (DTS). Must demonstrate knowledge of U.S. Government travel policies, the Joint Travel Regulation (JTR) and proficiency in the use of the Defense Travel System (DTS).
  • Knowledge of current federal budget policies and regulations, and the ability to apply them to the work environment.

Preferred Qualifications

  • Fluency in French, Portuguese, or Arabic strongly preferred.
  • Experience and/or education specific to Africa, African Security, or International Relations.
  • Experience in contract management, program management, DOD organizations, DOS, or GSA.
  • Travel management experience specific to Africa.
