UPS PUBLIC AFFAIRS DIRECTOR
INTERNATIONAL AFFAIRS & POLICY ADVOCATE
UPS is seeking a seasoned public affairs advocate to join the Global Public Affairs team as Director, International Affairs & Policy, a critical role in strengthening UPS’s influence in an increasingly complex legislative and regulatory environment in the U.S. and abroad.
With rapid changes in global trade, customs/tariffs policy, and aviation regulation, UPS faces evolving compliance challenges that impact operational continuity and competitiveness. This position provides strategic expertise in customs modernization, international trade compliance, and aviation (federal and international)—areas essential to UPS’s global network. The Director will join a team that leads advocacy on high-impact issues, deliver timely analysis, and represent UPS credibly in policy discussions, while building strong relationships with Members of Congress, executive agencies, and industry partners.
Key Responsibilities:
Lead legislative and regulatory advocacy for UPS’s international policy priorities, including customs modernization, trade tariffs, aviation regulations, and air traffic control modernization.
Develop and execute strategic advocacy campaigns to advance UPS’s global compliance and operational objectives.
Build and maintain relationships with Members of Congress, executive branch officials, regulatory agencies, and international policymakers.
Draft high-quality legislative analysis, bill summaries, talking points, and testimony for hearings and stakeholder engagement.
Credibly represent UPS in policy discussions with industry coalitions, trade associations, and multilateral organizations.
Provide timely analysis and develop advocacy materials, including legislative briefs, position papers, and presentations on international trade and aviation issues.
Collaborate cross-functionally with internal business units to align policy strategies with operational needs, particularly in air cargo and customs compliance.
General Requirements:
Education
Bachelor’s Degree or International Equivalent – Required
Experience & Skills
4–6 years of experience in government affairs, legislative roles, or direct work on international trade and aviation policy.
Deep understanding of customs modernization, trade compliance, and aviation regulatory frameworks.
Strong strategic thinker with excellent written and verbal communication skills.
Proven ability to navigate complex legislative and regulatory environments in Washington, D.C. and internationally.
Excellent judgment, research skills, and attention to detail.
Strong interpersonal skills and experience in fast-paced, cross-functional collaboration.
Willingness to travel domestically and internationally.
Self-starter; intrinsically motivated and a strong team player.

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $125,700 year to $232,860/year. Pay is based on several factors including but not limited to, market location and may vary depending on job-related knowledge, skills, and education/training and a candidate’s work experience. Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
