## **POSITION SUMMARY**

The Senior Congressional Affairs Manager represents the Academy before the U.S. Congress and other organizations within the health care industry. The position provides strategic guidance and leads efforts to educate offices that serve on the House Energy and Commerce Committee and Senate HELP Committee. The role contributes to a team‑based approach to policy development through monitoring and analyzing current legislation and making recommendations on federal advocacy strategy.

## **ESSENTIAL ACCOUNTABILITIES**

### **Represent the Organization before U.S. Congress and Health Care Organizations**
– Represents the Academy in business meetings with members of Congress and congressional staff
– Leads the AAN’s outreach to the House Energy and Commerce Committee and Senate HELP Committee
– Coordinates and strategizes with other health care stakeholders to identify common interests and opportunities for collaboration
– Shares political and subject matter expertise during AAN committee meetings, state neurological societies, and other opportunities
– Develops and maintains strong relationships with members of Congress and congressional staff
– Attends hearings, mark‑ups, briefings, roundtables, and other congressional activities

### **Participate in Political Activities**
– Attends political fundraisers with members of both political parties
– Develops relationships with candidates for Congress
– Participates in issue advocacy groups and coalitions with voluntary health associations, peer societies, and other stakeholders as needed
– Responsible for all required lobbying disclosures and managing disclosures for all registered lobbyists at the Academy
– Assists in coordinating member participation in political events, as assigned
– Assists in fundraising for the organization’s political action committee, as assigned

### **Contribute to Team‑based Policy Development**
– Recommends legislative solutions and strategies to advance priority issues
– Identifies and encourages the development of resources to further the Academy’s priorities
– Proactively gathers and shares intelligence received from Capitol Hill
– Monitors current health care news and trends
– Collaborates with organization members and committees
– Aids in the development of talking points and action alerts on priority legislative issues
– Assists in regulatory advocacy initiatives, as needed

## **QUALIFICATIONS**

### **Education**
– Bachelor’s degree in Political Science, Health Sciences, or a related field is required
– Advanced degree in a related field is preferred

### **Experience**
– Minimum of 5 years of work‑related congressional and/or lobbying experience is required
– Experience with matters relating to the House Energy and Commerce Committee or Senate HELP Committee is preferred

*Relevant education and/or experience exceeding the required qualifications may be substituted on a year‑for‑year basis.*

### **Knowledge, Skills, and Abilities**
– In‑depth knowledge and experience with the legislative process, as well as a general understanding of rules and regulations, is required
– Demonstrated ability to establish and maintain collaborative working relationships with internal and external stakeholders from diverse backgrounds at all organizational levels is required
– Demonstrated customer service skills sufficient to provide prompt, courteous, and accurate information in person, by phone, and through written and electronic correspondence is required
– Anticipates needed actions; plans and follows through with work activities; dependable and focused on achieving goals
– Demonstrated advanced oral and written communication skills
– Demonstrated ability to be punctual and act professionally
– Ability to represent the association and present to a variety of external audiences and stakeholders
– Knowledge of Quorum or similar government relations software is preferred
– Strong presentation and public speaking skills are preferred

## **ADDITIONAL POSITION INFORMATION**

**FLSA Classification:** Exempt
**Travel Requirements:** Some travel up to 10%
**Schedule:** Frequent evenings and weekends required
**Location:** Washington, DC; hybrid schedule (required in‑office work with remote flexibility part of the week)

**Physical Requirements:**
Standard office setting, with the ability to sit, stand, or use alternative seating arrangements for long periods. Occasional use of stairs or accessibility devices. Regular use of computer and office equipment, with consideration for adaptive technologies as necessary. Lifting requirements up to 10 lbs., with accommodations provided as needed.
