Position Overview

This position provides legislative and administrative strategy development and implementation on issues related to the electrification of the transportation, building, and industrial sectors. The role will advance policies that promote a zero-emissions economy and defend and build on the policy progress made through measures like the Inflation Reduction Act, Infrastructure Investment and Jobs Act, and other related priorities.

This hybrid position is based in Washington, D.C., with office attendance required twice weekly.


Responsibilities

Lobby Strategy Development and Implementation (60%)

  • Develop and implement legislative and administrative advocacy strategies for assigned issues.
  • Directly lobby Congress and the Administration.
  • Educate the Administration and Congress on key legal challenges and rulings.
  • Serve as a spokesperson for Earthjustice on assigned issues.
  • Track legislation and policy initiatives.
  • Collaborate with the Legislative Director and issue-area experts to develop positions and strategies.
  • Work with litigation staff to align advocacy strategies with practice areas.
  • Create lobbying and educational materials, such as fact sheets, letters, and blogs.
  • Partner with the Communications Department for media strategies and outreach.
  • Perform policy, legislative, and legal analyses.
  • Educate the public and foster advocacy initiatives.
  • Build and maintain relationships with key decision-makers.

Coalition and Partnerships (20-30%)

  • Establish leadership within the D.C. environmental community and regional groups.
  • Represent Earthjustice in coalitions and with allies.
  • Engage partners in education and advocacy strategies.
  • Expand partnerships and coalitions.
  • Coordinate briefings, seminars, and media outreach with allies.
  • Plan events such as fly-ins and lobby days.

Internal Coordination/Administration (15%)

  • Represent PAL in Earthjustice working groups for assigned issues.
  • Coordinate with Legislative Director, litigators, and communications staff.
  • Support team efforts by assisting other lobbyists when needed.
  • Ensure team coordination on shared or cross-cutting issues.
  • Participate in Diversity, Equity, and Inclusion (DEI) efforts.
  • Submit timely attendance, time accounting, and reimbursement requests.

Supervision (5%-10%)

  • Supervise projects and efforts related to assigned issues.
  • May supervise one employee directly.

Qualifications

  • 6+ years of experience in legislative or federal agency advocacy.
  • Extensive knowledge of the legislative and administrative rulemaking processes.
  • Strong professional relationships with congressional committees and federal agencies.
  • Familiarity with U.S. environmental and energy laws is a plus.
  • Proven ability to develop and implement successful strategies and public education initiatives.
  • Leadership within D.C. environmental communities.
  • Ability to manage multiple projects and deadlines.
  • Excellent writing, communication, and organizational skills.
  • Experience with traditional and social media outreach.
  • Commitment to diversity, equity, and inclusion principles.

Salary

Washington, D.C.: $131,800 – $146,400
