#### Sr. Legislative Representative

The Air Line Pilots Association, International (ALPA), the largest airline pilot union in the world and the largest non-governmental aviation safety organization in the world, seeks a Sr. Legislative Representative for our Washington, D.C./Tysons (McLean), VA office. ALPA represents more than 77,000 pilots at 41 airlines in the United States and Canada. The Sr. Legislative Representative will serve as an integral member of the advocacy team developing, analyzing, and promoting federal policy in the interests of ALPA members. Reporting to the Association’s Manager, Government Affairs and working collaboratively with other departments, they will function as part of ALPA’s Government Affairs team to advance ALPA priorities. Their emphasis will be on direct advocacy with Capitol Hill and the Administration, as well as providing advice related to legislation and legislative strategies. They will be responsible for analyzing legislation and regulations as well as drafting legislative proposals. This position requires lobbying of Capitol Hill decision-makers and may include representing the Association in international and domestic venues with federal and international governmental representatives and industry stakeholders. Critical, strategic thinking and excellent interpersonal skills are essential.

The successful candidate will have deep knowledge of the legislative process and aviation policy. Senior-level Capitol Hill and Administration policy experience in transportation and labor is required. Labor union experience and/or an understanding of labor laws and the Railway Labor Act is valued, as well as an understanding of international aviation policy. Demonstrated ability to analyze and craft legislative language, bills, and amendments is required.

**Travel:** 10 – 30%.

ALPA is a member-driven, staff-supported union with two internal professional unions. This position is covered by a collective bargaining agreement.

### Minimum Requirements

– Bachelor’s degree in a relevant area (e.g., Economics, or Political Science) from an accredited college or university required; Public Policy MA, MBA, or Juris Doctor (JD) strongly preferred; or, the equivalent combination of education and experience.
– Eight (8) years of experience in government, aviation, transportation, international trade, and/or labor required, twelve (12) or more years of relevant experience strongly preferred.
– Knowledge of Capitol Hill and the legislative process strongly preferred.
– Aviation policy background preferred.
– Executive branch policy and/or regulatory experience preferred, especially DOT, State, OMB, or other related agencies.
– Strategic and critical thinking with a proven ability to write convincing and accurate position papers and legislative proposals strongly preferred.
– Excellent interpersonal, advocacy, and communication skills, oral and written.
– Ability to juggle multiple priorities and meet deadlines in a demanding and fast-moving work environment.
– Proven ability to work collaboratively and thoughtfully as part of a committed and integrated team.
– Adaptable and flexible with the ability to meet constantly evolving priorities.
– Ability to solve problems and excel in a high-performance culture.
– Software: Microsoft Word, Outlook, and PowerPoint required.

### Physical Demands

– Regularly required to maintain a stationary position, move about the office and the local metropolitan area, determine what others have said or written, and converse with others and exchange accurate information.
– Regularly required to sit, stand, bend, reach, and move about the office and travel (locally, nationally, and internationally). Also includes occasional bending, stooping, squatting, and/or pushing and pulling or moving, e.g., to pack, unpack, and/or move cases.
– Occasionally required to move, raise, reach, and/or retrieve binders, books, boxes, and files up to ten (10) pounds (lbs.). While on travel, could be responsible to move, raise, reach, and/or retrieve binders, boxes, cases, files, and/or luggage as much as 50 lbs. (Assistance may not always be available.)
