Overview

The Supervising Program Administrator (SPA) works under the general direction of the Civic Engagement Manager and manages the following programs: Water Supply Outreach, Water 101 Academy, Water Ambassador Programs, and the Public Art Program. This SPA position is also a utility player and may assist the Civic Engagement Manager and/or other SPAs, as needed, with various community education and awareness campaigns and projects in the Office of Civic Engagement.

This position directly supervises two full-time staff, as well as temporary employees and interns, and collaborates with all levels of staff throughout the organization, as well as external partners and stakeholders. Sound judgment, strong project management skills, and an understanding of working effectively with diverse communities are key to success in this role.

Frequent travel to the Silicon Valley Advanced Water Purification Center and other Valley Water sites and external locations is required, along with periodic evening and weekend work to participate in civic engagement events.

Key Responsibilities

Water Supply Outreach

  • Develop, manage, and implement a multi-faceted strategic outreach plan to increase public awareness and support for recycled and purified water.
  • Communicate verbally and in writing to the community, elected officials, management, and other stakeholders.

Water 101 Academy and Water Ambassadors

  • Manage the Water 101 Academy, including developing the annual curriculum and hosting an infrastructure bus tour.
  • Lead the Water Ambassador Program, engaging ambassadors year-round and supporting their community projects.
  • Develop strategies and tools to recruit and retain volunteers and community advocates.

Public Art

  • Lead the development of the Public Art Strategic Plan and its implementation.
  • Research potential partnerships with other agencies, non-profits, local artists, and students for art projects.
  • Plan and maintain completed pilot art projects.

Program Management

  • Supervise assigned staff; perform and support administrative functions such as budget planning, performance reporting, and strategic planning.
  • Assign work to team members and organize resources to achieve project objectives.
  • Monitor and review programs to ensure accuracy and efficiency.
  • Act as a utility player for the Office of Civic Engagement, assisting with various community education and awareness projects.

Ideal Candidate’s Background

Ideal Experience

  • Six (6) years of experience in public information, outreach, education, communications, or related fields.
  • Experience leading public information campaigns and community outreach initiatives.
  • Proven ability to build relationships with agencies, organizations, and the community.
  • Strong project management and event coordination skills.
  • Experience developing public materials and educational content.
  • Special events planning and coordination experience.

  • Analyze and assess programs and policies, and implement appropriate adjustments.
  • Strong communication and leadership skills, both verbal and written.
  • Ability to manage multiple priorities and complete tasks on time.

  • Outreach and communication strategies.
  • Principles of program development, project management, and evaluation.
  • Budget preparation and administration.

Ideal Training and Education

Equivalent to a bachelor’s degree from an accredited college or university.

Required License or Certificate

Valley Water Telework Program

Eligibility for telework will depend on the type of work performed, operational needs, and the ability to perform essential job functions while teleworking. Employees must live within 150 miles of their primary physical work location in San Jose, California by their start date. This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after the probationary period (one year).
