Public Affairs Council Elects Fidelity Investments’ Scott Orr as 2025–26 Chair; Board and Executive Committee Also Announced

Washington, D.C. – The Public Affairs Council has elected Scott Orr, vice president and head of southern regional public affairs at Fidelity Investments, as its 2025–26 board chair during the Council’s Fall Board Meeting held this week in California.

Orr brings more than 13 years of leadership experience in government relations and public affairs. At Fidelity, he leads regional public affairs strategy across the southern United States for the global financial services company. Before joining Fidelity, Orr served as president and CEO of a nonprofit organization in North Texas that provided financial and vocational services to families in crisis. Prior to that, he worked at Fidelity as a vice president and portfolio manager.

Orr assumes the role of board chair at a pivotal time for the Council as it embarks on a new strategic plan spearheaded by the Executive Committee and President & CEO Nneka Chiazor, who took the helm earlier this year. Orr will work closely with Chiazor, Council staff and the Board to advance the organization’s strategic priorities and strengthen its role as the leading resource for public affairs professionals worldwide.

“Scott’s deep understanding of public affairs, combined with his commitment to purpose-driven leadership, will be invaluable as we implement our new strategic vision,” said Public Affairs Council President & CEO Nneka Chiazor. “His guidance will help ensure that the Council strengthens its position as the universal standard for excellence in public affairs.”

In addition to Orr’s appointment, the Council announced the members of its 2024–25 Executive Committee and Board of Directors.
