### The Director of Government Relations
The Director of Government Relations will lead NADP’s development of positions on public policy topics, monitor government entities, and represent NADP’s positions to government entities. In order to do this effectively, the Director of Government Relations maintains constructive relationships with external parties, builds alliances, and manages contracted resources that augment NADP’s government relations staff. The Director of Government Relations manages relevant NADP member volunteer groups and seeks to establish consensus positions within NADP’s membership. The Director of Government Relations manages NADP’s PAC and functions related to it. The Director of Government Relations supports NADP colleagues as a resource on matters related to public policy, manages and mentors staff, and fully supports NADP’s administrative processes.
### Essential Duties and Responsibilities
– Monitor, track, and review proposed legislation and regulation, review compliance impacts and prospects of adoption, and determine the appropriate courses of action.
– Develop and deliver education and testimony for legislators and administrative agencies, including U.S. Congress, state Departments of Insurance, Healthcare Exchanges, and the U.S. Department of Health and Human Services (HHS).
– Represent the dental benefits industry before national and state organizations such as the NAIC, NCOIL, and NASHP and manage collaborative relationships with key partners at AHIP, ACLI, ADA, ADSO, and other national associations.
– Coordinate with NADP membership, workgroup volunteers, and research department to develop policy positions and corresponding advocacy materials including position papers, letters, testimony, talking points, infographics, media, etc.
– Manage external public affairs vendor agreements, contract lobbyists, Government Affairs Analyst, and the State Affairs Manager.
– With PAC Treasurer/Executive Director, manage the NADP Political Action Committee (PAC) including preparing reports and developing fundraising and disbursement strategies.
– Create and manage departmental budget to ensure that organizational resources are strategically allocated to meet policy platform initiatives.
– Manage and mentor departmental staff.
– Fully support NADP administrative processes.
– Perform other duties as requested.
### Key Member/Staff Interactions
– Act as staff liaison to member leadership and workgroups, including Commission on Advocacy Policy, Government Funded Programs Workgroup, and Government Relations Workgroup.
– Manage NADP PAC, including working with Treasurer and Executive Director on PAC matters, and coordinating with lobbyists and public policy consultants.
– Supervise the State Affairs Manager and the Government Affairs Analyst to accomplish Government Relations Department tasks and goals.
– Develop materials for the Government Relations Department, Executive Director, member company leaders, and lobbyists.
– Maintain constructive relationships across the NADP staff, including but not limited to:
– Communications Department
– Research Department
– Terminology, Standards, and Transactions Department
– Education and Meetings Department
– Finance Department
– Ability to evaluate quickly and thoughtfully the potential impacts of proposed policy on key issues for the industry.
– Understanding of political frameworks and processes to maximize the impact of the organization and its members.
– Strong writing, communication, and interpersonal skills.
– Strong managerial skills to develop and motivate staff, colleagues, and volunteers and to influence partners and stakeholders.
– Analytical and research skills to build and evaluate legislative, regulatory, and policy materials.
