Your Next Career Opportunity – Senior Manager, Government & Regulatory Affairs – International

Under the direction of the Senior Director, Government and Regulatory Affairs, with a dotted line to the Legal Senior Director of SBA Brazil, the Senior Manager, Government & Regulatory Affairs – International will meet with them on a regular basis, liaise with the Country Manager and other members of senior management, and provide periodic reports regarding the execution of their role and responsibilities. This position will have cross-functional responsibilities in the areas of regulatory portfolio management, legislative advocacy, education, licensing and permitting, external affairs, and constituent relations.

In consultation with the Senior Director, Government and Regulatory Affairs, the Country Manager, the Legal Senior Director of SBA Brazil, and other SBA personnel, the Senior Manager, Government & Regulatory Affairs – International will be responsible for planning and executing comprehensive, proactive government and regulatory affairs strategies that advance SBA’s business goals. In executing the strategy, the incumbent will engage with local, municipal, regional, and federal government, regulatory agencies, trade associations, and community associations in the country.

What You Will Do – Primary Responsibilities

  • Under the guidance of the GRA Senior Director, International, manage legislative and regulatory issues in Brazil for SBA operations, mainly related to wireless infrastructure deployment, small cells, zoning, and permitting requirements for tower construction and deployment.
  • In coordination with the Legal Permitting Department, support the design and execution of a strategy to regularize tower sites in Brazil.
  • Create advocacy materials related to SBA development, construction, and operation of passive infrastructure.
  • Develop policy arguments and position papers on legislation and regulatory issues.
  • Evaluate the political landscape associated with legislative and regulatory proposals and issues.
  • Coordinate communication on key issues, outcomes, and strategies related to legislative and regulatory activities.
  • Identify regulatory and public relations risks and opportunities and build and implement outreach and engagement strategies.
  • Review and analyze regulators’ and legislators’ interests in the independent passive infrastructure industry.
  • Provide responses to public consultations, requests for information, analysis, site visits, and operational information.
  • Establish and nurture relations, including leading direct advocacy and education activities with legislators and regulators, members of the executive branch, their staff, and external stakeholders in support of permit granting, business operations, and corporate interests.
  • Represent, in liaison with the Country Manager, SBA before external stakeholders to ensure that permitting, business, and corporate agendas, messages, initiatives, interests, and goals are met.
  • Effectively build diverse external stakeholder relations and coalitions, including developing an effective relationship with the US Embassy in Brasilia and the US Commercial Office in Sao Paulo.
  • Develop and nurture relations with the Brazilian Embassy in DC.
  • Represent, in liaison with the Country Manager, SBA before Abrintel, AmCham, and other relevant stakeholders’ organizations.
  • Defend and promote the interests of SBA before Abrintel and take a leading role in guiding the association’s regulatory advocacy and communications work. Ensure that Abrintel develops effective strategies to influence and shape the industry’s policy and regulatory environment in the country.
  • Guide, recommend, and support SBA’s media relations and communications strategy and execution, in coordination with Brand and Communications.
  • Support, as needed, GRA activities in other international markets.
  • Support, identify, assess, and overall open opportunities for business development as they become available in the normal course of GRA activities. Work with the business development team to remove regulatory obstacles or promote policies and regulatory changes to support new business models.
  • Maintain current knowledge of regulations, standards, and best practices of the wireless passive infrastructure industry, including an inventory of such regulations in Brazil, as well as those that are in the making before Congress or state and local authorities.
  • Interact closely with the licensing and permitting department, providing support in connection with the obtainment, maintenance, and regularization of licenses and permits for specific sites of SBA’s portfolio.
  • Assist, and interact with the licensing and permitting department, in the negotiation of a settlement agreement or related agreement with governmental authorities for the regularization of specific sites of SBA’s portfolio.
  • Other projects and duties as assigned.

  • Work with Talent Acquisition to recruit, interview, select, hire, and employ a talented and diverse group of high-performing team members.
  • Provide oversight and direction to team members in accordance with the organization’s policies and procedures.
  • Coach, mentor, and develop team members, including overseeing new team member onboarding and providing career development planning and growth opportunities.

What You’ll Need – Qualifications & Requirements

  • Bilingual in English/Portuguese required.
  • Master’s Degree in Law, Political Science, Public Policy, Public Administration, Communications, Business, Economics, or related field of study.
  • 5-10 years of experience in legislative, public affairs, government affairs, broad issues management, or communications arenas in which duties include telecommunications policy analysis, advocacy, and/or written and verbal communication with elected officials and staff.
  • Demonstrated experience in the tower and/or telecommunications and/or other highly regulated industry regulatory, legislative strategies, and policies.
  • Experience gathering documents, performing analyses, and drawing conclusions on legislative and regulatory policies.
  • Experience in dealing with highly sensitive political inquiries through coordination and extensive communications.
  • International Travel 60% of the time. Must be able to travel domestically sixty (60%) of the time. Some international travel may be required. Travel may include nights and weekends.
  • Valid Government Issued Driver’s License.
  • Valid Government Issued Passport.
