### About the Job

The NYS Director of Government Relations (NYSDGR) reports directly to the President & CEO of ACEC New York. This outline provides the job responsibilities, though it is understood that during the year, there may be changes to the workload and new work initiatives. Staff must have the flexibility to occasionally assist other staff members on other projects and events.

The position is exempt and not eligible for overtime in accordance with our Personnel Policies. The hours for this position are 8:30 AM – 5:00 PM with one hour for lunch. This role is in-person at our Albany, NY office.

### Responsibilities

#### Legislative Advocacy & Policy
– Develop and execute the Association’s government relations agenda in consultation with the President & CEO, Legislative Committee Chair, Executive Committee, and Board of Directors.
– Coordinate all state legislative and regulatory advocacy efforts.
– Work with and direct ACEC New York’s retained lobbyists.
– Track state legislation and regulation. Follow legal and other policy developments of note.
– Manage and attend regional lobby events.
– Work with regional leadership to help set up and run regional legislative events.
– Maintain coordination between State and City-level policy initiatives.
– Develop and maintain relationships with allied stakeholders and associations in the built environment.
– Represent ACEC New York and member firms at meetings and events.
– Prepare and deliver testimony when needed.

#### ACEC New York Office Compliance
– Submit state-mandated PAC reports to the New York State Board of Elections.
– Comply with Commission on Ethics and Lobbying in Government reports: Bi-Monthly, Registration, and Client Semi-Annual Report.

#### Communications
– Maintain position papers.
– Maintain and update all memoranda of support and opposition.
– Maintain relevant legislative correspondence and files.
– Coordinate with communications staff to post relevant content on the ACEC New York legislative web page.
– Write NYS legislative entries for the monthly Legislative Update.
– Gather, review, and write up items for ACEC New York publications.
– Coordinate monthly Legislative Committee conference calls and periodic live meetings.

#### Federal
– Coordinate with ACEC National to manage federal issues.
– Manage the PAC campaign and assist the federal PAC champions in achieving their goal.
– Attend lobby day(s) as necessary in Washington DC.
– Meet with candidates and coordinate meetings.
– Coordinate and assist with activities to achieve the Federal PAC goal.
– Work with regions on in-region PAC events.

#### Agency and Liaison Committees
– Coordinate/manage each year’s government agency liaison committees.
– Identify and notify members terming off.
– Report to the President & CEO on the performance of committee chairs.
– Review committee sign-ups and make recommendations on members to fill committee openings.
– Issue the first communication of the year to all NYS Government Affairs and related committees (22-24).
– Assist committee chairs in scheduling internal and external committee meetings.

#### Conferences and Events
– Assist event staff with identifying speakers and presenters of interest to attendees.
– Assist with inviting speakers, running preparatory meetings, and planning calls prior to the event.
– Assist with AV, greeting VIPs, and other duties as needed.
– Assist Board Vice Chairs in delivering Committee updates at Fall and Winter Conferences.

### Critical Subject Matter Areas

This position demands that the Director gain an understanding of:
– The historical, current, and emergent policy issues for the engineering industry nationally and in New York State.
– The unique rules for business forms, licensure, ownership, and management of design firms.
– State agency, public authority, local government & private procurement rules.
– Project delivery forms like design-bid-build, design-build, construction management, etc.
– The unique concerns of different segments of the industry – vertical, road & bridge, energy, water, specialty engineering.
– MWBE, SDVOB rules.
– Federal PAC rules for giving.

### Ideal Candidate

– 10+ years of experience in lobbying, workings of the State Legislature, and an understanding of the workings of NYS government and state agency operations.
– Knowledge of government procurement and the engineering industry.
– Association experience is preferred.

### Minimum Qualifications
– Bachelor’s degree (preferred Master’s or law degree).
– 5-10 years of experience in the field.

### Salary

The salary range is $125,000 to $140,000 depending on experience, skills, and abilities. Full benefits include health, dental, and a 401k retirement plan with a 10% employer contribution.
