Job Objective
Manage RESOLVE’s government affairs program and engagement with federal and state lawmakers and government officials to advance positive family-building policies and stop anti-family legislation in Congress and state legislatures.
Main Responsibilities
- Evaluate federal and state legislation, identify public policy opportunities and threats, and determine RESOLVE involvement based on the policy matrix and strategic objectives.
- Represent RESOLVE before Congress, federal agencies, and state legislatures; provide testimony or identify constituents to testify at hearings, working closely with officials and positioning RESOLVE as the trusted authority on infertility and family-building policy.
- Keep constituents and stakeholders informed on advocacy efforts through communications vehicles, including Action Alerts and advocacy-related web content.
- Expand and manage the RESOLVE Advocacy Network of grassroots advocacy volunteers, keeping them engaged and equipped to mobilize on issues; develop training opportunities to enhance their advocacy skills.
- Serve as policy and issues expert for federal and state Advocacy Days; determine the need for state advocacy days; participate in planning for federal Advocacy Day.
- Hire and manage federal and state lobbyists as needed.
- Help draft and oversee the drafting of model legislation as needed.
- Serve as staff contact for advocacy-related questions, becoming an expert on insurance mandates, cost data, and IVF insurance legislation statistics.
- Serve as media spokesperson on advocacy issues; speak at professional conferences and other events to educate and mobilize the family-building community.
- Liaise with corporate and non-profit advocacy partners and coalitions, including the Building Families Coalition, IVF4Vets, and the Coalition to Protect Parenthood After Cancer; develop new partnerships with like-minded organizations.
- Meet strategic objectives to guide and respond to public policy that impacts people’s ability to build families and expand coverage for IVF treatments.
- Manage and oversee the Access to Care Team, including the Grassroots Advocacy Manager, Access to Care Manager, and Advocacy Coordinator.
- Collaborate with the Communications team to advance advocacy efforts.
- Contribute to the growth of the organization as part of RESOLVE’s management team.
- Potential to hire and oversee new advocacy staff.
- All other duties as assigned.
Job Requirements
- Bachelor’s Degree.
- Seven years of experience with a non-profit organization/association or government/political entity.
- Knowledge of state and federal political processes.
- Ability to build effective relationships and represent RESOLVE at a senior level.
- Track record with successful advocacy campaigns.
- Excellent written and verbal communication skills.
- Ability to work with a diverse group of constituents and partners.
- Ability to manage budget processes and read financial reports.
- Organized, flexible, and with superb attention to detail.
- Ability to work with minimal supervision as well as being a team player.
- Proven abilities in multi-tasking, problem-solving, and working in a fast-paced environment.
- Relationships with Members of Congress or legislative staff are a plus.
- Marketing and event management experience are a plus.
- Knowledge of infertility and family-building options is a plus.
