Job Summary (Primary Function)
The Director/Sr. Director, Federal Government Affairs position is responsible for executing Incyte’s federal government affairs objectives on Capitol Hill. This individual will develop and implement federal lobbying campaigns designed to shape legislation, regulation, access, and other external advocacy workstreams consistent with business objectives. The individual will maintain a deep understanding of Incyte’s policy priorities and will strategically develop and maintain strong relationships with key federal policymakers to execute lobbying campaigns accordingly. This role will represent Incyte on trade association federal workgroups.
Essential Functions of the Job (Key Responsibilities)
- Work with the Head of Government Affairs & Policy, and other GA & P team members, to develop and execute strategic and creative federal lobbying campaigns designed to advance and protect business priorities.
- Identify, develop, and maintain relationships with key federal policymakers.
- Engage with the GA & P team to contribute to strategic direction, identify key issues, develop, implement, and maintain proactive plans that drive results on priority issues before Congress.
- Maintain a deep understanding of federal policies through direct engagement with trade associations, peers, consultants, trade press, as well as other internal and external experts.
- Execute comprehensive horizon-scanning to identify emerging issues.
- Collaborate as needed with internal stakeholders including Policy, Market Access, Product Strategy, Patient Advocacy, and Legal to analyze, prioritize, and communicate how potential changes in the external state policy environment could affect day-to-day business activities and impact patient access to medications.
- Develop and/or participate in multi-stakeholder coalitions as needed to drive priority issues.
- Understand the state policy landscape.
- Engage frequently with trade association federal government affairs functions to drive the Incyte voice in trade association positions.
- Prepare memos, PowerPoints, and briefing documents as needed to support executive engagements in trade associations, internal/external meetings, and presentations.
Qualifications (Minimal Acceptable Level of Education, Work Experience, and Competency)
- Accredited bachelor’s degree, with advanced degree preferred.
- 10+ years of healthcare experience, with pharmaceutical company lobbying experience strongly preferred.
- Proven ability to successfully execute lobbying campaigns.
- Strong knowledge of both federal and state legislative, regulatory, and political processes applicable to the pharmaceutical industry.
- Deep knowledge of the healthcare industry and policies impacting the pharmaceutical industry.
- Experience engaging with the broader healthcare stakeholder community, including patient and provider groups.
- Exceptional strategic thinking skills, including the ability to synthesize and communicate complex topics, prioritize, and think creatively.
- Strong negotiation, advocacy, and succinct communication skills.
- Strong writing and PowerPoint skills.
- Demonstrated ability to work cross-functionally.
- Demonstrated ability to self-direct work and operate in a deadline-intensive environment.
- Remote role based in the Washington, DC area required, willingness to travel as needed.
